210.1. The function of this major programme is to provide legal advice to the constitutional bodies of the Organization and to the various departments of the Office, particularly as regards the work of the Organization that pertains to public international law. The activities of the major programme include:
(a)
legal work relating to the application, interpretation or amendment of the Constitution of the Organization, the Standing Orders of the International Labour Conference, regional meetings, the Governing Body and other ILO meetings, and the financial rules and regulations; work relating to the reform of the structure and functioning of all ILO bodies; the consideration of questions concerning the status of the Organization and its privileges and immunities in the various countries where the ILO has established offices and where its officials are resident, and the legal aspects of cooperation between the ILO and other intergovernmental organizations: the major pro gramme is also responsible for credentials questions at the Conference and at regional meetings, and for preparing the delegates list for the Conference;
(b)
the drafting and preparation of official texts of international labour Conventions and Recommendations, as well as other instruments prepared under ILO auspices; the examination of questions raised regarding the ratification and interpretation of international labour Conventions and Recommendations; legal support for the Governing Body Committee on Legal Issues and International Labour Standards and its Working Party on the Revision of Standards, including, in collaboration with major programme50 (International labour standards and human rights), the follow-up to the recommendations adopted by the Governing Body in this respect; as well as work to streamline the standard-setting process and consolidate existing standards;
(c)
legal work arising in connection with the decentralization of the Office; legal work related to the Turin Centre; and reviewing agreements with donors and host governments for technical cooperation projects;
(d)
legal work involving personnel questions, including the drafting, revision and application of the Staff Regulations and other relevant rules, involvement in the determination of claims for compensation in cases of occupational injury or illness; participation in United Nations system meetings on issues of common concern and advising on common system legal issues, such as pensions and the revision of the Statute of the ILO Administrative Tribunal; and the preparation of briefs on behalf of the Office in cases brought before the Tribunal;
(e)
other legal work of a commercial or technical nature, such as contracts for various types of services and materials, real property questions and copyright issues; and
(f)
research and support for the Governing Body Working Party on the Social Dimensions of International Trade.
210.2. The resources for this major programme are reduced by some $38,000 in real terms under non-staff costs. As in the past, 1/00 Professional work-year will be made available to the major programme from the Turin Centre for legal work pertaining to the Centre.
