30.1. This major programme provides for the directly identifiable costs of two regional meetings during the biennium, to be held in the American and the African regions in 1998 and 1999 respectively.

30.2. The resources of this major programme have been decreased by a total of $2,393,264 in real terms, as a result of the decision by the Governing Body at its 264th Session (November 1995) to replace the traditional regional conferences by regional meetings of more limited duration and scope.

30.3. The regional meetings, to be held under the auspices of the respective Regional Offices (Lima and Abidjan), will last three days. Group meetings will be held in the morning of the first day and the remaining two-and-a-half days will be devoted to a discussion in plenary of a single agenda item on ILO activities in the region concerned. A report will be adopted at the end of the meeting.

30.4. The provisions made for the three-day regional meetings are based on the decision that most of the work will be carried out by the staff of the Regional Offices, and that the participation of officials from headquarters will be limited to seven persons. Meetings of the members of the Employers’ and Workers’ groups will be held one after the other, and not simultaneously, in order to limit interpretation costs. There will be no Governing Body delegation. The costs for each meeting include: resources for printing a single report in three languages (English, French and Spanish) for the American Regional meeting and in three languages (English, French and Arabic) for the African Regional meeting; interpretation in two languages (English and Spanish) for the American Regional meeting and in three languages (English, French and Arabic) for the African Regional meeting; travel expenses for officials in the secretariat; meeting rooms and offices for the secretariat; the necessary equipment and services, such as telephones, simultaneous interpretation and sound equipment; the necessary auxiliary staff, such as receptionists, messengers, telephonists, security staff, and cleaners; document reproduction equipment; and the necessary transportation facilities required to supplement public transport, such as buses to take delegates and members of the secretariat to and from the meeting site, including during the night should work so require.
