What
is SHIF?
SHIF stands for the Staff Health Insurance Fund concerning the employees in the ILO and the ITU, the family of the employees and the retired staff. SHIF's aim is to provide reimbursement for health expenses of its members. SHIF has been developing since 1922. At first, SHIF only covered the active staff of Geneva, but as the years went by, it expanded significantly. Following this, the staff's family, the expatriated staff, the retired staff, as well as the staff recruited and working in a foreign country have had access to this health insurance. It was in 1966, that SHIF became an unity of the ILO: in the mean time the contributions, as well as the benefits have significantly changed. The Management Committee is elected from the General Assembly of members. This Committee has thus the responsibility of administrating the Fund. The Management Committee is responsible for the management of the Fund. It is composed of eight titular members and eight substitute members (Article 4.1 of the Regulations), as well as the Medical Adviser of the Fund who is an ex officio' member, but does not have the right to vote. The reimbursement claims are processed by the agents of the Secretariat. The Secretariat is composed of twelve members: - One Executive Secretary; - Three Supervisors (Contribution, Eligibility, and Benefits); - Eight Clerks (of those being six claim clerks). * Ms Donnat is also in charge of Eligibility and Voluntary protection. The 4 fundamental rules of the Fund: 1. The affiliation to SHIF of the personnel staff is compulsory. Some of the insured member dependents can be automatically covered (Article 1.5 of the Regulations) Some members of the related family of the official, as well as the retired staff may be insured under a voluntarily basis, if such is desired. (Article 1.6) 2. SHIF distinguishes itself from other health insurances, for its primary principle of solidarity between its members. The contribution at SHIF is not arbitrated by the family situation nor the age, the contribution rate is the same for each insured member. The contributions arise from a percentage of the salary which is identical for everyone. 3. The insurance system is universal. SHIF reimburses its medical expenses to all eligible members, and rarely refuses to supply benefits even when the claim is very high. Most reimbursement claims are therefore 80% of the final amount. 4. The members are free to choose their own hospital, clinic, practitioner, or other medical establishments. This free choice claimed to be necessary, since the benefits for health care are provided everywhere in the world. |
