Recruitment of Japanese Technical Officers (P-2/P-3 step1)

The International Labour Office is recruiting Technical Officers under its programme for Japanese Technical Officers, funded by the Government of Japan (Ministry of Health, Labour and Welfare). The programme aims at providing opportunities for selected persons to improve their professional skills and knowledge in areas of relevance to the work of the ILO on an on-the-job-training basis. Technical Officers will be selected for assignment to ILO offices in Asia and the Pacific region such as Bangkok, Manila or New Delhi. They may be required to carry out work outside of assigned duty stations.

1. Type of positions: Technical Officer (P-3 step 1 or P-2 level)

3. Assignment of candidates: Appointment to begin between December 2007 and March 2008.

4. Duration of appointment: 1 year (with a possibility of extension)

6. Qualifications Required

Nationality: Japanese national
Age: Ideally 30 - 40 years old at the time of application
Computer: Computer literacy in standard software applications
Education: Advanced university degree in the relevant field or equivalent experience.
Working experience: 3 - 5 years experience in the relevant field. At least 2 years at the international level would be an advantage.
Languages: Excellent English and another ILO working language an advantage

Other:

- Knowledge and experience of development assistance desirable.
- Ability to establish and maintain good working relations with people of different national and cultural backgrounds.
- Qualified women and qualified people with disabilities are encouraged to apply.

8. Planned time frame:

Mid September 2007: Shortlisted candidates will be invited for an on-line written test, On-line written test

Early October 2007: Finalists will be invited for a selection interview

Mid October 2007: Selection interview

November 2007: Finalists informed of selection results

December 2007 - March 2008: Assignment of candidates to duty stations; briefings

November 2008 - February 2009 (one year after deployment): Submission of a report and evaluation of the programme

9. Procedure for future recruitment:

The Technical Officer Programme is not related to the recruitment of career officials.
The ILO's normal competitive procedures apply should selected candidates be considered for future recruitment.

1. Background

The ILO/Japan Multi-bilateral Programme plays an important role in assisting the International Labour Office to address labour issues in developing countries in Asia and the Pacific region. To achieve the objective of Decent Work for All, the ILO, under the Programme funded by the Government of Japan, recruits officers to carry out technical cooperation work.

2. Objectives

The one-year Programme is designed to increase the level of technical knowledge and experience of selected persons on an on-the-job training basis. The Programme develops their expertise in the labour field, their capabilities in the delivery of technical cooperation and their competence in communication in multi-lingual environments, increasing their potential for future recruitment. The Programme enhances the ILO's capacity to deliver technical cooperation, while increasing the visibility of the donor.

3. Working Level

Technical Officers are appointed at the P-2 and P-3 step 1 levels, depending on their professional background.

4. Activities

Selected persons are assigned to ILO offices such as Bangkok, Manila and New Delhi. They gain experience in project management and in technical areas through work which may include the organization of seminars, the procurement of material and the engagement of other specialists.

5. Evaluation

The selected persons are evaluated at the end of their term. Evaluations are provided by their immediate supervisors with the input of the concerned sector or department as well as the input of directors of the offices to which persons have been assigned.
