AGREEMENT BETWEEN THE INTERNATIONAL LABOUR
ORGANISATION (Translation) PREAMBLE The International Labour Organisation and the Latin American Free Trade Association, Desirous of establishing a satisfactory basis for cooperation in a joint effort to contribute to economic expansion and the improvement of living and working conditions of the population of Latin America, Taking as their basis resolution No. 100 (IV) adopted by the Conference of the Contracting Parties held at Bogotá in 1964, which underlines the need for securing the co-operation of the I.L.O. regarding the study of labour questions in relation to the process of economic integration in Latin America, Recognising that such co-operation should find expression in deeds and practical action, Have agreed as follows : Article I 1. The International Labour Organisation and the Latin American Free Trade Association will consult mutually on matters of common interest for the purpose of achieving their objectives in the social and economic fields and avoiding unnecessary duplication of work. 2. The Director-General of the International Labour Office will inform the Executive Committee of the Latin American Free Trade Association of the development of the work of the International Labour Organisation and of any plans which it may have for the expansion of its activities in the countries which are members of the Association, or of any other plans likely to be of special interest to the Latin American Free Trade Association. The International Labour Organisation will consider any observations concerning such plans which may be communicated to it by the Latin American Free Trade Association with a view to achieving effective co-ordination between the two organisations. 3. The Executive Committee of the Latin American Free Trade Association will inform the Director-General of the International Labour Office of the development of the work of the Association and of any plans which it may have and which are likely to be of interest to the International Labour Organisation. The Executive Committee of the Latin American Free Trade Association will consider any observations concerning its work and programmes which may be communicated to it by the International Labour Organisation with a view to achieving effective co-ordination between the two organisations. Article II 1. The Governing Body of the International Labour Office may invite a representative of the Latin American Free Trade Association to exchange views either with the Governing Body or with any other appropriate organ of the International Labour Organisation. 2. The Executive Committee of the Latin American Free Trade Association may invite representatives of the International Labour Organisation to exchange views either with the Committee or with any other appropriate organ of the Latin American Free Trade Association. Article III 1. Subject to such arrangements as may be necessary for the safeguarding of confidential material, the fullest and promptest exchange of information and documents concerning matters of common interest will be made between the International Labour Organisation and the Latin American Free Trade Association. 2. The International Labour Organisation and the Latin American Free Trade Association will keep each other informed of developments in their respective activities which are of common interest. Article IV 1. The Latin American Free Trade Association may ask the International Labour Office for technical assistance on matters within the sphere of the International Labour Organisation whenever technical examination of such matters is desirable for the purposes of the Latin American Free Trade Association. 2. With respect to the matters mentioned in paragraph 1, the International Labour Organisation will make every effort to give appropriate technical assistance to the Latin American Free Trade Association in a manner to be agreed in such cases as may arise. Article V 1. The Latin American Free Trade Association may ask the International Labour Organisation to act as executing agency for operational technical co-operation activities within the sphere of the I.L.O., which the Latin American Free Trade Association has decided to undertake in one or more of its member countries or in any non-member country. 2. The International Labour Organisation will give consideration as quickly as possible to any request from the Latin American Free Trade Association for the I.L.O. to carry out any operational project of the Latin American Free Trade Association or to participate in the carrying out of such a project. 3. The legal status of the I.L.O. as executing agency for the Latin American Free Trade Association will be that of an independent agency, and its officials will not be considered as officials of the Latin American Free Trade Association. Article VI 1. The Director-General of the International Labour Office and the Executive Secretary of the Executive Committee of the Latin American Free Trade Association will make the necessary arrangements in order to ensure effective implementation of this agreement. Article VII 1. This agreement will enter into force from the date on which it is signed by the duly authorised representatives of the International Labour Organisation and the Latin American Free Trade Association. 2. This agreement may be amended with the consent of the two parties. 3. In witness whereof, the Director-General of the International Labour Office, duly authorised by the Governing Body of the International Labour Office, and the Executive Secretary of the Latin American Free Trade Association, duly authorised by the Executive Committee of the Latin American Free Trade Association, have signed the present Agreement in the Spanish language, in two copies, on the dates appearing underneath their signature.
