In pursuance of article 13 of the basic relationship
agreement between the International Labour Organisation and the European
Economic Community, which provides that the agreement may be complemented
after consultation with the appropriate organs of the International Labour
Organisation and the European Economic Community by arrangements concerning
reciprocal representation of the International Labour Organisation and
the European Economic Community at meetings dealing with questions of
common interest or any other questions for which cooperation between the
two organisations may be required, the President of the Commission of
the European Economic Community and the Director-General of the International
Labour Office, by an exchange of letters dated, respectively, 5 October
1961 and 2 November 1961, agreed to establish a Permanent Contact Committee
for the co-ordination of liaison and co-operation between the two organisations. Letter from the President
of the Commission of the European Economic Community (Translation) Brussels, 5 October 1961 Sir, In the course of recent conversations, the representatives of our two organisations considered that it would be of advantage to establish between them, in the framework of the provisions of article 13 of the agreement of 7 July 1958, a system of direct consultations allowing for the more effective implementation of the arrangements concerning liaison and co-operation provided for in our Agreement. To this effect the Commission of the European Economic Community and the International Labour Office agree: (1) that a Permanent Contact Committee is to be established for the co-ordination of liaison and co-operation between the two institutions; (2) that the Commission of the European Economic Community shall be represented on the Committee by the Chairman of the Group for External Relations and the Chairman of the Group on Social Affairs; the International Labour Office shall be represented by Mr. Jef Rens, Deputy Director-General, and by Mr. C. Wilfred Jenks, Assistant Director-General; (3) that the officials of the Commission of the European Economic Community and of the International Labour Office within whose competence the questions of common interest fall shall be called upon to take part in the work of the Committee; (4) that the Committee may meet at any time this proves necessary, at the request of one of the parties to the agreement. I am convinced that these provisions will contribute to a harmonious
development of the co-operation between our two organisations, and beg
