Agreement between the International Labour Organisation
and the Asian Productivity Organisation


PREAMBLE

The International Labour Organisation and the Asian Productivity Organisation,

Desirous of contributing, within the general framework of the Charter of the United Nations, the Constitution of the International Labour Organisation and the Convention establishing the Asian Productivity Organisation, to the achievement of the objectives which they have in common, and more particularly to the improvement of productivity and to management development in Asia, with a view to the raising of standards of living in Asia, and

Desirous of avoiding unnecessary duplication and overlapping and of facilitating concentration of efforts with a view to securing the most effective use of resources available for the achievement of these objectives,

Have agreed upon the following:

ARTICLE I
Mutual Consultation

1. The International Labour Organisation and the Asian Productivity Organisation will consult regularly on matters of common interest for the purpose of furthering the effective achievement in Asia of the objectives which they have in common.

2. The International Labour Organisation will inform the Asian Productivity Organisation of plans for the development of its activities of special interest to the member governments of the Asian Productivity Organisation, including activities in the field of productivity, particularly as regards such activities in Asia, and will consider any observations concerning any such plans which may be communicated to it by the Asian Productivity Organisation, with a view to effective co-ordination between the two organisations.

3. The Asian Productivity Organisation will inform the International Labour Organisation of any plans for the development of its activities in regard to subjects of interest to the International Labour Organisation, and will consider any observations concerning such plans which may be communicated to it by the International Labour Organisation, with a view to effective co-ordination between the two organisations.

4. The International Labour Organisation and the Asian Productivity Organisation will consult together to ensure the greatest possible degree of co-ordination in regard to meetings of technical experts concerning questions in which both organisations have an interest.

5. When circumstances so require, consultations will be arranged between representatives of the two organisations, upon the initiative of either, for the purpose of agreeing upon the most effective manner in which to organise particular activities and to utilise to the full the resources of the two organisations.

ARTICLE II
Exchange of Information

1. The International Labour Organisation and the Asian Productivity Organisation will combine their efforts to use their statistical and legislative information to the best effect and to ensure the most efficient utilisation of their resources in the collection, analysis, publication and diffusion of such information, subject to such arrangements as may be necessary for safeguarding the confidential character of any part of this information, with a view to reducing the burden on governments and other organisations from which such information is collected.

2. Subject to such arrangements as may be necessary for the safeguarding of confidential material, the fullest and promptest exchange of information and documents concerning social questions of common interest, including, in particular, productivity and management development, will be made between the International Labour Organisation and the Asian Productivity Organisation.

3. The International Labour Organisation will be kept informed by the Asian Productivity Organisation of developments in the work of the A.P.O. which are of interest to the International Labour Organisation.

4. The Asian Productivity Organisation will be kept informed by the International Labour Organisation of developments in the work of the I.L.O. which are of interest to the Asian Productivity Organisation.

ARTICLE III
Technical Co-operation

1. Whenever it considers it desirable for the development of its activities, the Asian Productivity Organisation may request of the Director-General of the International Labour Office technical co-operation on matters within the competence of the International Labour Organisation, and every effort will be made to give such co-operation on a basis to be agreed in each individual case.

2. Within the framework of its action in the field of productivity in States Members of the Asian Productivity Organisation, the International Labour Organisation will, wherever practicable, arrange intensive training for persons who are selected to participate in seminars or training courses under the sponsorship of the A.P.O. or to receive fellowships offered by that organisation so that they may derive the maximum benefit from the facilities provided by the A.P.O.

3. Training programmes and fellowships offered by the Asian Productivity Organisation to members of national productivity centres benefiting from the assistance of the International Labour Organisation will, wherever possible, be organised in the light of the training already being provided by these centres so as to avoid undue dislocation of personnel or duplication of work.

4. The International Labour Organisation and the Asian Productivity Organisation may, in appropriate cases, agree to sponsor, on terms to be arranged in each particular case, joint technical projects or meetings of common interest to both organisations. The manner in which action proposed by such joint meetings is undertaken shall be agreed between the two organisations.

ARTICLE IV
Supplementary Arrangements

The Director-General of the International Labour Office and the Secretary-General of the Asian Productivity Organisation will make all appropriate arrangements to ensure close co-operation and liaison between the competent officials of the two organisations in matters of common interest.

ARTICLE V
Reciprocal Representation

For the purpose of furthering the effective achievement in Asia of the objects which the International Labour Organisation and the Asian Productivity Organisation have in common, the International Labour Organisation will invite the Asian Productivity Organisation to be represented at the sessions of the International Labour Conference, the Asian Regional Conference and other meetings held under I.L.O. auspices at which productivity, management development and related questions are to be considered, and the Asian Productivity Organisation will invite the International Labour Organisation to be represented at its meetings whenever the subjects for discussion include matters of interest to the International Labour Organisation.

ARTICLE VI
Entry into Force and Modifications

1. The present Agreement will enter into force on the date on which it is signed by the duly authorised representatives of the International Labour Organisation and the Asian Productivity Organisation.

2. The Agreement may be modified with the consent of both parties.

3. Either of the parties may denounce the Agreement by giving six months' notice thereof to the other party.

In witness whereof, the Director-General of the International Labour Office, duly authorised by the Governing Body of the International Labour Office, and the Secretary-General of the Asian Productivity Organisation, duly authorised by the Governing Body of the Asian Productivity Organisation, have signed the present Agreement in the English language.
