National Workshop on Research Methodologies for Decent Work
Shanghai, China

15th - 17th May, 2002

The Institute joined hands with the Regional Office for Asia and Pacific to hold the above-mentioned national workshop, as a follow-up on the Memorandum of Understanding signed between the ILO Director General and the Chinese Ministry of Labour and Social Security in May 2001. The purpose of the national workshop was to facilitate a comprehensive discussion of the conceptual foundations, indicators and measures of decent work involving a large group of senior officials and social partners in China. The workshop also served as a forum to evaluate the policies and programmes being adopted in China to realize the goal of decent work.

The workshop, hosted by the Chinese Government, was held at the Shanghai Vocational Training Centre during 15-17 May 2002. A total of 35 participants including ILO officials from Geneva, Bangkok and Beijing, Chinese officials and experts from the Ministry of Labour and Social Security Studies, Representatives from trade unions and employers' organizations, Officials from provincial labour administrations, including Beijing, Shanghai, Guangdong, Shandong, Liaoning, Shannxi and Hubei, and from Shenzhen and Dalian cities, Scholars from universities and research institutes, and Gender experts and representatives from women's federations attended the workshop.

Mr. Yosuyuki Nodera, the ILO Asia-Pacific Regional Director led a team of six officials from the ILO. He also addressed the opening session of the workshop.

The Institute provided key technical inputs to the workshop. It prepared two keynote papers for presentation at the workshop: the first one on "Decent Work, Indicators and Measures" by Mr. Dharam Ghai, and a second paper on "Decent Work as a Development Agenda, An International Perspective" by Mr. Samir Radwan. In addition to the Institute inputs, Mr. Li Donglin of the ILO Regional Office in Bangkok made a presentation on "Decent Work Strategies in the Asian Region".

A report of the proceedings and discussions of the national workshop has been jointly published by the Institute and the Chinese Academy of Labour and Social Security Studies.
