Seminar
An international seminar called "Responsabilité Sociétale des entreprises et Régulations : Quel rôle pour les juristes ?" organised by the IILS will take place on the 9 and 10 October 2007 at the ILO headquarters in Geneva. It will involve ILO officers from several departments, human rights officers from the United Nations, corporate lawyers and academics.
IILS meeting on "Strengthening African Research on Labour and Social Issues"
The IILS held a meeting on "Strengthening African Research on Labour and Social Issues" in Nairobi, Kenya, on 24-25 September 2007. The meeting was organized with support from the Swedish International Development Cooperation Agency (SIDA), Department for Research Cooperation (SAREC), and was hosted by the Institute for Development Studies (IDS) of the University of Nairobi. International Internship Course on Labour and Social Policies for Decent Work
The 42nd Annual Internship Course of the International Institute for Labour Studies was organized in Geneva during 10-30 May 2007. This year's course, in English language, was attended by twenty-seven participants representing the tripartite constituents of the ILO from as many as twenty-two countries. The main purpose of the Course was to strengthen the knowledge base on decent work and to enhance the capacity of participants to contribute to labour and social policy development in their respective countries. The course focused on: (a) providing the most updated information on the component of decent work agenda available in the ILO; (b) enhancing awareness of ILO principles and programmes; (c) encouraging an integrated approach to social and economic policies for decent work; (d) stimulating a cross-national exchange of views and experiences among ILO constituents.

Trade and Employment: Challenges for policy Research
A seminar will be held on Monday 19th to launch a joint study of the International Labour Office and the Secretariat of the World Trade Organization entitled ' Trade and Employment: Challenges for policy Research'. There will be a presentation of the study by the authors and comments from discussants before an open discussion. The seminar will be from 11.00-13.00 at WTO Headquarters. ILO staff interested in attending are requested to contact Hilda Addison or Judy Rafferty for an invitation card and a copy of the Executive Summary of the study.

IILS Research Workshop
IILS research workshop on "Cross-border Social Dialogue and Agreements: an emerging global industrial relations framework?", Friday 15 and Saturday 16 December 2006. The workshop will aim at: (i) taking stock of and analyzing recent developments in the area of cross-border social dialogue and agreements; (ii) identifying the lacunae in terms of research and information; (iii) generating a debate on possible areas for action by international organizations active in this field; and (iv) helping define the future direction of research conducted in the IILS. IILS Research Conference
The ILO’s International Institute for Labour Studies (IILS) will hold a research conference on “Decent Work, Social Policy and Development” from 29 November to 1 December 2006. This Conference will be the first in a planned series of periodic research conferences bringing together scholars from different disciplines and ILO staff and constituents from government, business and labour.

IILS/International Industrial Relations Association (IIRA), Lima (Peru), 11-14 September 2006.
The IILS is organizing a presentation on its on-going research activities, during the 14th World Congress of the IIRA. The purpose of this event is to encourage interaction between the IILS and researchers and practitioners from different parts of the world, with a view to identifying work relevant to the IILS agenda and exploring possibilities of collaboration. A call for papers will also be launched on the theme of “Cross-border Social Dialogue and Agreement”.

IILS Decent Work Research Seminar Series
On June 8, 2006, Janine Berg, Christoph Ernst, and Peter Auer (EMP/ANALYSIS) presented findings from their book entitled "Meeting the Employment Challenge: Argentina, Brazil and Mexico in the Global Economy". Rafael Diez de Medina (INTEGRATION) performed as discussant. The authors tried to answer the following question: If the generation of quality employment were the explicit goal of government policy in Argentina, Brazil and Mexico, what economic and social policies would be needed? The economists explained how the policies during 1990-2004 were, in general, not conducive to the generation of decent work in the three countries. Drawing lessons from this experience, the economists advocated change in five areas: macroeconomic policy, trade liberalization, foreign direct investment, labour market regulation, and social dialogue. In particular, the economists advocated having a macroeconomic policy based on “employment targeting” as opposed to just targeting inflation, of supporting domestic industry by aiding domestic investment and boosting specialization in higher value-added goods, of enforcing labour market regulations and supporting labour market policies to increase worker security, as well as making labour and social issues an integral feature of regional agreements. The economists stressed that if the countries wanted to make the generation of quality employment their principal goal, then there need to be a more proactive stance by the government and the social partners, as opposed to just relying on market forces and free trade.
On May 25, 2006 Maria Sabrina De Gobbi (CEPOL) presented on "An alternative "flexicurity" approach for developing countries". Krzysztof Hagemejer (SEC/SOC) was the discussant. The presentation by de Gobbi dealt with the issue of "fexicurity", a term which refers to a combination of "flexibility" and "security" in employment. The notion entails a number of interesting assumptions. First, that "flexibility" and "security" are not necessarily contradictory. If hiring and firing in a labour market is accompanied by benefits for those seeking employment -so the model argues- both the enterprise and workers can cope with the negative impact of globalisation and its characteristics (e.g., restructuring). Second, the flexicurity model refers to a welfare state model where pro-active labour market policies play a key role. The question is then raised: can "flexicurity" be applied in the developing world which is often characterised by weakly enforced labour market institutions and a large informal economy ? De Gobbi's presentation and debate tried to shed some light on this question and pointed to the need to strengthen institutions while bringing more clarity at the conceptual level.
On Thursday 27 April 2006, Kostas Papadakis (IILS) presented on "Tripartism-plus and the promotion of decent work objectives: the case of South Africa", with Susan Hayter (MULTI) as discussant. Papadakis presented the findings of an empirical study carried out in South Africa with a view to identifying the role of broadened forms of social dialogue in promoting the ILO Decent Work agenda. Based on the study of three tripartite-plus structures, i.e., the National Economic Development and Labour Council (NEDLAC), the Child Labour Inter-sectoral Group (CLIG) and the South African National AIDS Council (SANAC), he argued that broadened forms of social dialogue seem vulnerable to a risk of "capture" by powerful discourses and policy actors. This risk might be mitigated in the presence of a number of institutional safeguards ensuring the "authenticity" of deliberation in these processes. Overall, the ultimate guarantee of civil society's capacity to address the negative impact of globalisation at national level is the existence of active social movements and societal mobilization underlying civil society’s participation in participatory structures.
On Thursday 6 April 2006, Deirdre McCann (TRAVAIL) presented on "Strengthening working time laws: lessons from the on-call work debate" with Georges Politakis (NORMES) as discussant. The case of on-call work constitutes a complex example of the broader developments surrounding the issue of working time and the trend of flexibilisation in working time due to globalization and technological innovation. McCann approached this debate from a work/ family balance viewpoint. Focusing on ‘traditional’ working time laws (hour limits, minimum rest periods, restrictions on overtime work), she suggested that insights introduced into working time policy from the field of work/family might strengthen these measures by challenging the common conceptions of working time, rest periods and the role of regulation. To illustrate this point, she explored the debate in the European Union over the status of on-call work, based on recent case law produced by the European Court of Justice (Simap and Jaeger cases).
On 2 March 2006 Professor Mike Piore (MIT) presented on "The end of Neoliberalism and the Revival of Labour Inspections in Latin America". Peter Auer (EMP/ANALYSIS) was the discussant. Piore highlighted the need to strengthen labour inspection in Latin America and worldwide. The variety of inspection systems throughout the world provides a great challenge for the ILO to integrate and mainstream labour inspection state functions. Both, federal and centrally organized systems differ in terms of political and enforcement priorities. However, inspection systems mainly cover social protection (health and safety at work) and also labour market issues, including arbitration. An integrated labour inspection system should also take into account of other stakeholders, such as Ministries of Health, accident prevention insurance associations or monitoring initiatives, that might also carry out work which, according to ILO Convention No 81, falls under the responsibility of the inspectorate. Piore emphasised that strong (state) labour inspection services are pivotal to ensure compliance with legal requirements in the workplace. In addition, the rights and duties of labour inspectors would deserve broad political support from governments, employers and workers, as labour inspection is not only a mere technical tool, but a vector for reform and a powerful political instrument for initiating change and taking innovations straight into the heart of business. The examples of Argentina, the Dominican Republic, Guatemala or Mexico show that governments in Latin America might gradually assign greater importance to their enforcement and advisory services and are also prepared to increase the financial resources for strengthening labour inspection.
The first IILS Research Seminar for 2006 took place on 2 February. Maria-Luz Vega (DECLARATION) presented on "The Law, its Reform and its Impact: the Latin American Experience", based on her book "La reforma laboral en América latina: 15 Años despuès" (ILO, 2005). Janine Berg (EMP/ANALYSIS) was the discussant. The presentations generated a rich debate in particular on the concepts of "flexibility", "flexicurity" and "security" as well as the need to promote legal reform based on these concepts; the need for economic policies putting employment at the center of macro-economic strategies; and the need to promote labour standards beyond the fundamental ones.

Workshop on "Participatory Governance: A New Regulatory Tool?" (9 and 10 December 2005)
The workshop examined emerging innovations in participatory governance at the international, national and local levels. It drew inspiration from research that has been carried out in the Institute for the past few years and combined it with empirical and theoretical contributions from researchers around the world.
The underlying aim of this Workshop was to move the debates on participatory policy processes “beyond the hype” and towards a more critical, and possibly productive, approach. The speakers produced written papers to be edited and collected in a collective book to be published by the Institute in the summer of 2006. For more information click here.

IILS/Cornell Course Workers' Rights as Human Rights - Autumn 2005
The third cycle of a special course on the theme: "Workers' Rights as Human Rights" is being organised by the International Institute for Labour Studies in collaboration with Cornell University (USA), from 13 September to end December 2005. The course consists of twelve interactive video conference sessions linking lecture theatres in Geneva and Ithaca (US). It will be in English language and directed by Professor James Gross, School of Industrial Relations, Cornell University. The International Internship Course
The International Internship Course on Social and Labour Policies for Decent Work, an annual event of the International Institute for Labour Studies was held this year from 11 to 31 May 2005. The course was in English language.
The Institute hosted 23 senior and middle level officials representing governments, employers' organizations and trade unions from member States of the ILO. The main objective of the course was to enhance the capacity of participants to contribute to labour and social policy development in their own countries. To this end, the 2005 course specifically aimed at: (a) increasing awareness of ILO objectives and programmes; (b) encouraging an integrated approach to social and economic policies; and (c) stimulating cross-national exchange of views and experiences among potential policy-makers.
The internship course consisted of a series of lectures, workshops and field visits related to the main themes and strategic objectives of the ILO's Decent Work Agenda. The interns also had an opportunity to take part in the International Labour Conference which took place in Geneva from 31 May to 16 June 2005.
IILS/Cornell Course Workers' Rights as Human Rights - Spring 2005
The second cycle of a special course on the theme: "Workers' Rights as Human Rights" was organised by the IILS in cooperation with the Cornell University, from 1 February to 3 May 2005. The course was opened to ILO staff and consisted of 13 videoconference sessions connecting Geneva to Ithaca (US). ILO staff was welcome to attend in the Elimane Kane Room (Room XII, M3 South). The course was held in English and directed by Professor James Gross, Department of Industrial Relations, Cornell University.
