Operative paragraph (OP) 43 “Welcomes the progress by the International Labour Organization on the preparation of a consolidated maritime labour convention”.

OP 45 Invites IOM-ILO collaboration on labour standards to promote the implementation of globally agreed minimum standards by all States.

Implementation of the outcome of the World Summit for Social Development and of the twenty-fourth special session of the General Assembly

OP11 takes note of the report of the World Commission on the Social Dimension of Globalization (WCSDG) and includes a footnote reference to the report.

OP 6 reiterates the importance of adhering to international norms, including ILO Conventions Nos. 111 and 182.

OP 36 and 37 make reference to the worst forms of child labour;

OP 37 calls for the full implementation of ILO Conventions Nos. 138 and 182 and for compliance with reporting obligations.

A Fair Globalization: Creating Opportunities for All; report of the World Commission on the Social Dimension of Globalization

Preambular paragraphs (PP) 4 and 5 recognize the expressed support for “the work of the World Commission on the Social Dimension of Globalization, and acknowledge the work of the Commission, its Co-Chairs and the role of the ILO in that initiative.

OP 1 takes note of the WCSDG report “as a contribution to the international dialogue towards a fully inclusive and equitable globalization”.

OP 2 and 3 make links between matters addressed in the WCSDG report, the review of major UN conferences and summits, and consideration of the Report by UN-system entities and “other relevant multilateral bodies”.

OP 5 requests the Secretary-General to take into account the WCSDG report for the preparation of his comprehensive report for the 2005 high-level review at the sixtieth UNGA.

International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families

Preambular paragraph (PP) 5 recalls the importance of ILO’s principles and standards relating to migrant workers.

Role of the United Nations in promoting development in the context of globalization and interdependence

PP 7 welcomes the report of the WCSDG.

OP 7 stresses the need for development strategies which minimize the negative social impact of globalization and ensure that everyone benefits.

OP 8 notes the adoption of the resolution concerning migrant workers by the International Labour Conference.

Implementation of the first United Nations Decade for the Eradication of Poverty (1997-2006)

OP 39 and 40 mentions the Plan of Action for Promotion of Employment and Poverty Alleviation, Africa adopted at the Extraordinary Summit of the African Union on Employment and Poverty Alleviation.

OP 42 notes the role of the ILO in assisting African countries in implementing the Plan of Action adopted at the Ouagadougou Summit.

Enhancing the role of regional, subregional and other organizations and arrangements in promoting and consolidating democracy

OP15 invites “inter alia, (…) the International Labour Organization, (…) to inform the Commission on Human Rights, at its sixty-first session, of action taken to promote and consolidate democracy.”

Situation of human rights in Myanmar

PP 2 reaffirms “the conclusions of the special sitting of the Committee on the Application of Standards of the International Labour Conference of 5 June 2004”.

OP 3(h) calls upon the Government of Myanmar “to take immediate action to implement fully concrete legislative, executive and administrative measures to eradicate the practice of forced labour by all organs of Government, including the armed forces, to cooperate with the International Labour Organization, and to implement fully the recommendations of the Commission of Inquiry established to examine the observance by Myanmar of the Convention concerning Forced or Compulsory Labour, 1930 (No. 29) of the International Labour Organization”.

OP 3(i) further calls upon the Government of Myanmar “to put an immediate end to the recruitment and use of child soldiers.

Question of New Caledonia

OP 4 “notes the relevant provisions of the Nouméa Accord to the effect that New Caledonia may become a member or associate member of certain international organizations, such as (…) and the International Labour Organization, according to their regulations”.
