ILO-UNDP High-level meeting sponsored by Germany and Moldova

Strengthened capacities, effective institutions critical for successful implementation of the post-2015 development agenda

The Global Dialogue launched in 2014 by the United Nations Development Group, which resulted in calls from around the world for more responsive governance and better public service provision, concluded with this high-level meeting organized by the ILO, UNDP, Moldova and Germany.

The Global Dialogue on strengthening capacities and building effective institutions concludes with call to bolster more effective and responsive governance to achieve SDGs

The Republic of Moldova and the Federal Republic of Germany hosted a two-day high-level meeting with 100 participants from 17 countries in Chisinau on 25-26 February 2015, Moldova to discuss ways and means of upgrading capacities of institutions to achieve the proposed Sustainable Development Goals (SDGs).

UNDP and the UN Development Group (UNDG) have been facilitating an unprecedented global conversation through which people can help shape the future development agenda that will build on the Millennium Development Goals after 2015.

World leaders have called for an ambitious, long-term agenda to improve people’s lives and protect the planet for future generations. This post-2015 development agenda is expected to tackle many issues, including ending poverty and hunger, improving health and education, making cities more sustainable, combating climate change, and protecting oceans and forests. Governments are in the midst of negotiating the agenda, including the proposed set of sustainable development goals, and world leaders are expected to adopt the agenda at a summit in New York in September 2015.

Natalia Gherman, Deputy Prime Minister and Minister of Foreign Affairs and European Integration of the Republic of Moldova stated, “Developing institutional capacity is not merely a political duty or a prerogative attributed to the central administration only, but it truly embodies the expectations of the people, who are ready and willing to contribute to development.”

Against the backdrop that the successful implementation of the post-2015 development agenda will require more responsive institutions and greater capacities by governments, civil society and the private sector, Cihan Sultanoğlu, the UN Assistant Secretary-General and UNDP Regional Director for Europe and the Commonwealth of Independent States, stated: “In addition to the three dimensions of sustainable development – namely economic, environmental and social – it introduces critical issues of peace and security, democratic governance, rule of law, and human rights for all.”

Dr. Ingolf Dietrich, Deputy-Director General, Post-2015 Agenda for Sustainable Development. Federal Ministry for Economic Cooperation and Development (BMZ) placed emphasis on strengthened capacities and more effective institutions as key to the implementation of the post-2015 development agenda.

Antonio Graziosi, Director, ILO Decent Work Technical Support Team and Country Office for Central and Eastern Europe, emphasized that "national institutions must not only take the lead but also engage with civil society and the private sector in order to reduce vulnerability, build more resilient communities, deliver inclusive and sustainable growth, and create decent and productive jobs, For this reason, institutional capacity is an essential dimension of the new development agenda."

An outcome statement calling for significantly upgraded capacities and institutions to bolster more effective and responsive governance to achieve the SDGs was adopted during the meeting. This is expected to inform the negotiators of the post-2015 development agenda.

The Global Dialogue on strengthening capacities and building effective institutions was one of six Global Dialogues initiated on the ‘means of implementation’ of the post-2015 development framework and the associated SDGs.

The Global Dialogues build on the first phase of UNDG consultations, which had already identified responsive and effective governance as an area of priority to be included in the post-2015 development agenda. In 2013, almost two million people posted their priorities for the future development agenda through an initiative organized by the UNDG in 88 countries, and through 11 thematic consultations and the global MYWorld survey. The results of workshops, interviews and online and offline polls are available in the report “A Million Voices: The World We Want”.
