Stakeholder consultations on developing pre-departure handbook for Indian workers migrating to the EU

The ILO under the EU-India Cooperation and Dialogue on Migration and Mobility is, in partnership with India Centre for Migration, is organizing a series of virtual meetings with stakeholders to take inputs for the development of a pre-departure handbook.

The EU- India CDMM project is developing a pre-departure handbook for migrant workers going to Europe. This is expected to contribute to the active efforts of the Government of India in improving the governance of international labour migration. The handbook would be developed along the lines of the existing pre-departure orientation-training module and handbooks for migrants going to the Gulf countries.

To develop realistic content inputs, the project intends to hold several meetings with different stakeholders involved in migration and pre-departure training. The objective of the meetings is to gain from the experience of stakeholders and to enrich the content of pre-departure training of Indian workers migrating to the EU.

Meeting 1 – Pre Departure Orientation Training (PDOT) trainers
Date: 11 August, 2020 Time: 3:00 PM to 5:00 PM

PDOT trainers – to share their experiences of using the existing training modules and through them, to understand what might be the specific needs and challenges of persons undergoing PDOT and how the content can be made inclusive of those realities

Meeting 2 – Facilitators of Overseas Mobility
Date: 14 August, 2020 Time: 3:00 PM to 5:00 PM

Facilitators of Overseas Mobility include recruitment agents and companies sending persons on short term contracts. They are in direct contact with migrants and help in preparing their clients and therefore can provide inputs to the kind of information that would be useful for migrants.

Meeting 3 – Experts' Group
Date: 21 August, 2020 Time: 3:00 PM to 5:00 PM

This is a broad group and includes those providing pre-departure information to create awareness amongst the community and migrants. They also often help in providing support for migrants if they face any issues. They therefore have a good understanding of the information gaps that need to be addressed at the pre-departure stage.

Meeting 4 – Validation meeting
Date : TBC

Representatives from the earlier meetings may be invited back, along with other experts, to share their inputs on the final draft of the manual.
