Reflections of the Indian Information Technology Industry on opportunities within the EU Legal Migration Framework

A virtual meeting on Reflections of the Indian Information Technology Industry on opportunities within the EU Legal Migration Framework organized under the EU-India Cooperation and Dialogue on Migration and Mobility Project implemented by the ILO, in partnership with the ICMPD and India Centre for Migration.

While Indian Information Technology (IT) professionals have significantly filled labour shortages in the EU Information Communication Technology (ICT) sector, one of the EU’s top five mismatch priority occupations, the existing administrative and regulatory framework of the EU for the mobility of professionals is often understood to be complex and demanding.

Under the EU-India CDMM project, the ILO has conducted a series of consultation focusing on capturing employers’ perspectives, sector-specific industry practitioners’ views including the IT industry in India on talent mobility and governance of migration between India and the EU. Following past project discussions facilitated with the private sector, especially the IT sector in India, the ILO in association with the National Association of Software and Service Companies, NASSCOM planned a virtual moderated discussion. The meeting contributed to the following priority areas identified in the CAMM - better organizing legal migration, fostering well-managed mobility and maximizing the development impact of migration and mobility.

A meeting had good participation from the industry with about 40 participants in total.

While the discussion acknowledged that the EU Legal Migration Framework works well for the high-skilled IT workers going to the EU, some of the existing challenges on policy harmonization, coherence and consistency at the EU MS level were shared by the industry representatives. Discussion also touched upon the current challenges faced by the IT workers stranded in the EU and measures taken by the EU to support them. Key recommendations and suggestions were also shared by the industry to make administrative processes more consistent and predictable for businesses.
