Regional consultations to develop a national Occupational Safety and Health (OSH) profile and promotion of the ILO Conventions 155 and 187

In collaboration with Directorate General Factory Advisory Services and Labour Institutes (DGFASLI), ILO organizes a series of tripartite consultation workshops to develop a national OSH profile for the country.

In 2009, India adopted a National Safety, Health and Environment Policy and strengthened its national OSH systems. Indian acts such as —; Factory ACT, 1948 Mines Act, 1952, Dock works (Safety Health and Welfare) Act, 1986 and Building and Other Construction Workers (Regulation of Employment and Conditions of Work) Act, 1996, enforced by the Ministry of Labour and Employment and DGFASLI, ensure safe and healthy work environment. These tripartite consultations – with workers, employers, and government - aim to identify and discuss existing situations in OSH in the region and contribute to the development of national OSH profile and programme. The workshops are aimed at also promoting ILO Promotional Framework for Occupational Safety and Health Convention, 2006 (No. 187) and Occupational Safety and Health Convention, 1981 (No. 155) for future ratification in India.

The first consultation, in the series, covers the northern region — states of Punjab, Haryana, Chandigarh, Jammu and Kashmir, Himachal Pradesh and Delhi. The second covers the eastern region — West Bengal, Bihar, Jharkhand, Orissa, Assam, Tripura, Arunachal Pradesh, Nagaland, Mizoram, Meghalaya Sikkim and Manipur. The third covers the western region — states of Mumbai, Gujarat, Goa, and Daman and Diu. The fourth covers the central region — states of Rajasthan, UP, Chhattisgarh, Uttarakhand and Madhya Pradesh. And, the fifth consultation covers the southern region — states of Karnataka, Andhra Pradesh, Telangana, Kerala, Pondicherry and Tamil Nadu.

The objectives of the national profile are to:
  • Provide stakeholders and the public up-to-date as well as reliable information on the development of OSH practices in India..
  • Identify gaps in OSH practices and recommend possible national action plans to strengthen national OSH systems. The recommendations will form the basis to develop a national OSH programme.
  • Help prepare for the ratification of Convention No. 187 and Convention No. 155.
  • Provide a baseline report on the status of OSH in India as of 2017.
