Trade Union Workshop on Social Protection for Construction Workers

The objective of the workshop is to facilitate the trade unions participating in the campaign to enhance the registration of construction workers into the Building and Other Construction Workers Welfare Boards in Maharashtra, Utar pradesh, Rajasthan, Andhra Pradesh and Delhi

At the request of the BoCWWBs and the trade unions to continue the successful campaign to enhance the registration of construction worker,, the objectives of the continuation of this campaign in the states of West Bengal, Odisha, Bihar, Uttar Pradesh, Rajasthan, Jharkhand, Delhi and to extend to Assam, Maharashtra and Andhra Pradesh are: (a) to enhance the service delivery of BoCWWB to the registered construction workers in coordination and participation of the Trade Unions; (b) share the experiences in the pilot phase of the campaign and mutually learn to further strengthen the capacities of the trade unions; and (c) to mobilize the construction workers who are not registered to register and access the benefits under the schemes of the BoCWWB of the respective state.

Each of the six major central Trade Union has agreed to conduct the joint campaign in one or two identified state/s in coordination with the remaining Trade Unions to achieve the objective of the campaign. However, the detailed discussions on strategy and activities require a consultative process of all the participating trade unions. The objective of the workshops, therefore, is to facilitate the participating officials of the Trade Unions to prepare a common strategy/Action Plan by the trade unions for carrying out the campaign in the participating states. For this purpose, two workshop are being organized – one at Bhubaneswar (Odisha) on 22nd May 2014 covering the states of, Assam, West Bengal, Bihar, Jharkhand & Odisha and the other at Mumbai (Maharashtra) on 29th May 2014 for the states of Rajasthan, U.P, Maharashtra & A.P.

The purpose of the proposed workshops are to have a common understanding amongst all trade unions participating in the campaign and to work jointly in a planned manner in order to achieve the outputs identified. The opportunity will be utilized to share the experiences of all the participating unions in the pilot phase and to encourage them to start/continue with the joint coordinated efforts.

The following are expected to be achieved from the workshops :
  • Familiarising the trade unions in the states of Maharashtra, Andhra Pradesh and Assam (which are now included in the campaign) about the joint Trade Union campaign and also providing them an opportunity to discuss & understand more from the discussions on the last year experience;
  • Detailed discussion on implementation strategies and finalization of implementation plan for the campaign in the local context;
  • Sharing of experiences in the pilot phase. This will also be utilized as an opportunity to review its strength and weaknesses and to strengthen the gap areas, if any, to improve the coordinated efforts;
  • Strengthened coordination between the state affiliates and the respective national centres of the Trade Unions in addressing issues of construction workers;
  • Approximately 70 (35 in each workshop) senior national and state level Trade Union officials along with the Welfare Board officials will be benefitted in planning and guiding the activities.
