ILO and UNDP Join Efforts in Implementing SDGs in Azerbaijan

From 15 to 20 October 2016, Shurenchimeg Zokhiolt, Deputy Director of the ILO DWCT/CO-Moscow, and Mikhail Pouchkin, Chief Technical Adviser of the Youth Employment Project, visited Azerbaijan to take part in a joint ILO/UNDP mission in the frame of implementing Sustainable Development Goals, particularly SDG-8 on decent work and productive employment.

On 18 October 2016, the ILO/UNDP delegation chaired by Ghulam M. Isaczai, UN Resident Coordinator and UNDP Resident Representative in Azerbaijan, met with the Minister of Labour and Social Protection Salim Muslumov. The Minister commended the country’s cooperation with the ILO, mentioning the recently signed Decent Work Country Programme (DWCP), the establishment of the National Tripartite Commission, the Future of Work Initiative, the new National Employment Strategy for 2016-2030, and the ILO’s assistance to the Public Employment Services (PES) and pilot youth employment projects.

The Minister particularly noted the self-employment programme, which is currently being rolled out with funding from the Presidential Reserve Fund (4 million USD) and support from the ILO.

Ghulan M.Isacsai spoke about the need for stronger inter-agency coordination of efforts and good complementarity of the ILO and UNDP’s policy instruments in Azerbaijan.

The ILO officials held a meeting with Vugar Zeynalov, Vice President, and Khagan Hummatzade, Head of Legal Division of the National Confederation of Employers and Entrepreneurs (ASK). The ILO officials held as well  a meeting with Agil Dadashev, Deputy Chairman of the Azerbaijan Trade Unions Confederation (ATUC).

The social partners highly appreciated the signing of the new DWCP and the establishment of the National Tripartite Commission.

On 19 October, the ILO and UNDP officials made a field trip to Ismailli and Gabala. They visited the Training of Trainers and Training of Entrepreneurs courses, organized as part of the self-employment programme supported by the ILO.
