National Tripartite seminar on Forced labor, trafficking and irregular migration.

In the light of this broadly discussed issue in the Russian society the ILO conducted a seminar on Forced labour, trafficking and irregular migration in the Russian Federation, which took place on May 15-16 2003 in Moscow. The aim of the seminar was to exchange information and experience with the ILO social partners – Ministry of Labour and Social Development, trade unions and employers, State Duma of the Russian Federation, Federal Migration Service of the Ministry of Internal Affairs, Ministry of Foreign Affairs, international organizations such as IOM (International Organization of Migration), European Union, OSCE (Organization on Security and Cooperation in Europe), SIDA (Swedish International Development Agency) and UNDP (United Nations Development Programme).

Roger Plant, Head of the ILO Special Action Programme on Forced Labour and his colleagues delivered a series of presentations on the nature of compulsory labour, ILO standards and Conventions used to combat it, trafficking into forced labour and other related issues. The lively discussion that followed the presentations touched upon the following themes: trafficking in the Russian Federation, Russian legislation on trafficking and practical experience of combating it in Russia, irregular migration and the need of the Russian labour market in migrants and others.
