The ILO Country Office for the Philippines (CO-Manila) publishes a wide range of books, reports, working papers, training manuals, CD-ROMs, videos and flash movies. Some of these can be downloaded directly. Others can be requested or purchased in hard copy from the ILO Knowledge Centre in Manila or by email.

  1. Workers' training manual on freedom of association

    The Philippines adopted a number of mechanisms that seek to address the issues of workers’ freedom of association (FOA). These mechanisms opened an opportunity for the workers to participate in the investigation and monitoring of FOA cases. This Manual aims to empower the workers to constructively engage with stakeholders, and meaningfully participate in the investigation and monitoring of FOA cases.

  3. Workers’ Guide to Employment and Decent Work for Peace and Resilience Recommendation (No. 205)

    Through this Workers’ Guide, the ILO’s Bureau for Workers’ Activities (ACTRAV) provides information and guidance on how trade unions can ensure the implementation of this new global tool to their advantage. It is intended to serve as a valuable reference to workers’ organizations on the provisions of Recommendation No. 205.

  6. Experiences from Simples National, the monotax regime for own-account workers, micro and small entrepreneurs in Brazil (2019)

    This paper provides information on the monotax regime in Brazil. This regime, referred to as Simples National, was introduced with the aim to create jobs and reduce informality among enterprises and their workers. It provides a monotax as well as simplified procedures for own-account workers and micro and small enterprises (MSEs) on business registration, taxation, social security, financial inclusion and government procurement. It includes a special statute called ‘Individual Micro Entrepreneur’ (IME) and a simplified tax and social security regime for own-account workers and MSEs. The paper describes the nature, operation and modalities of the tax and social security components of the Simples National regime, outlines its evolution, describes formalisation trends, highlights its strengths and weaknesses, extracts lessons learned and identifies policy recommendations.

  7. Diagnostics of compliance with labour standards: A checklist for small enterprises

    The diagnostics was resulted from the project collaboration between the International Labour Organization (ILO) Country Office for the Philippines (CO-Manila) and the Employers’ Confederation of the Philippines (ECOP) funded under the European Union Generalized Scheme of Preferences Plus (EU GSP+) project on supporting effective application of Freedom of Association and Collective Bargaining Conventions in the Philippines (ILO Conventions Nos. 87 and 98).

It identifies the likely winners and losers from “greening” the Philippine economy and highlights the role of productivity differences within and among sectors on the future of jobs.

  11. Freedom of association and collective bargaining: National action plan, 2017-2022

    As a signatory to the International Labour Organization (ILO) Convention Nos. 87 (Freedom of Association and Protection of the Right to Organise) and 98 (Right to Organise and Collective Bargaining), the Philippines is under obligation to implement the principles embedded therein, both in law and in practice, and is obliged to report regularly on measures taken to progressively implement the Conventions, subject to the review by the ILO supervisory mechanisms.

  12. Addressing impunity: A review of the three monitoring mechanisms

    The Review Report on the three monitoring mechanisms at the three different government offices – Department of Labor and Employment (DOLE), Department of Justice (DOJ) and Commission on Human Rights (CHR) – goes beyond examination of the mandates, functioning, and composition. The Review puts into one document an institutional memory not only on the “how” of the mechanisms but “why” and “when” it came about including the International Labour Organization supervisory bodies longstanding recommendations that has not been progressively responded to by the Philippine Government.

    The aim of this document is to offer practical guidance on how to address six institutional challenges in organizing the informal economy into trade unions. The guide relies on practical and important lessons on how to integrate the diverse group of informal economy workers and operators into the formal structures of the trade union movement. It also addresses the benefits and the challenges of organizing informal economy workers, and hereby enacts and supports the implementation of Recommendation No. 204.

  17. Gap analysis and recommendations on laws on child labour and working conditions in artisanal small-scale gold mining

    The Artisanal and Small-Scale Gold Mining (ASGM) sector is considered “a vital contributor to the Philippine economy”. Studies estimate that 200,000 to 300,000 miners and their families in 20 to 30 provinces in the Philippines rely on ASGM as a primary source of subsistence Of the estimate, about 18,000 are women and children. By the ILO approximation, the number may be as many as 500,000 across the country.
