    The Department of Labor and Employment (DOLE) is the national government agency mandated to formulate and implement policies and programs, and serve as the policy advisory arm of the Executive branch in the field of labor and employment. The DOLE serves more that 38.51 million workers comprising the Philippine labor force, including the 3.62 million temporary migrants working in about 215 destinations worldwide.

  2. La Union and migrant development strategic plan (2012-2016)

    Recognizing the importance of migration in the overall development of the province as well as the need to address attendant problems, the Provincial Government and other key stakeholders decided to formulate a strategic plan on migration and development, which will serve as the blueprint in mitigating the risk and adverse effects of migration, and in ensuring that migration redounds to the benefit of the province and its residents.

    One of the many challenges in the discussions on return and reintegration is pre-return preparation and access to on-site services pending return. Many return migrants, however, never receive or access pre-return and post-return services. There are many reasons offered to explain why this happens. One of these, and perhaps the most crucial, is the lack of transnational coordination between service providers in destination and origin countries that will link pre-return interventions while at destination and follow-up services and reintegration options at home.

Their recognition and implementation are seen to be important barometers of democracy and contribute to sustainable and economic development.

    This study is a contribution towards the development of a more structured system of linkages,cooperation and coordination among service providers in Italy, France and the Philippines to address more efficiently and effectively the needs of distressed Filipino migrants. It seeks to assist stakeholders and service providers in the two EU countries and the Philippines in drawing up jointly a set of guidelines for such a delivery system which, hopefully, can be used as a model for other countries.

  7. Situation analysis of outbound and return migration and local institutional mechanisms to support migrants in La Union, Ilocos Sur and Nueva Ecija

    This report presents a brief profile of three Philippine provinces — La Union, Ilocos Sur and Nueva Ecija — particularly at their population features, and the poverty, human development, economic and employment characteristics. It also examines the trends and patterns of overseas migration and remittances, especially in comparison to the overall Philippine trends and patterns. Likewise, it reviews the migration-related institutional mechanisms in the three provinces, and forwards recommendations to effectively support returning migrants.

    This report is a compilation of demographic information on Thai labor migrants to Europe, and the situation of returnees who have been trafficked, or suffer from labor exploitation in the migration process. It also assesses the current forms of reintegration services in Thailand, including regional cooperation and agreements.

    This report reflects a rapid appraisal for taking stock of what is known about return migration to the Philippines, in general; and return migration from Europe and its neighbouring countries, in particular. It looks at the magnitude of return migration, the return migration experience of Filipino workers, their motivations for returning, and the policies, programmes and legislative framework designed to reintegrate returning workers.
