The ceremonial signing of the partnership agreements on entrepreneurship and technical vocational skills training was one of the highlights of the International Youth Day celebration on 12 August 2011. The International Labour Organization, Department of Labor and Employment and Technical Skills Development Authority will jointly implement the training for disadvantaged youth in Masbate, Antique, Maguindanao and Agusan del Sur from September 2011 to June 2012. The training targets a minimum of 2,400 out-of-school youth in the four provinces. Under the MDG Fund Joint Programme on Alternatives to Migration: Decent Jobs for Filipino Youth, it is aligned to achieving the output on labour market-responsive vocational and entrepreneurship skills training provided for youth, mostly from poor families.

The entrepreneurship skills training aims to promote entrepreneurship as a career option, a priority to address youth employment challenge. It will make use of the Start and Improve Your Business (SIYB), the entrepreneurship training program of ILO. DOLE and TESDA-Autonomous Region in Muslim Mindanao will ensure provision of post training services to training graduates to set-up an individual or group-based microenterprises. This will be done in collaboration with local business service providers, private sector and relevant government agencies.

The technical vocational skills training will consider the technical vocational education and skills of the out-of-school youth in the four provinces, industry needs and potential areas for training interventions. TESDA will forge partnerships with enterprises and other partners to provide on-the-job training and job opportunities to training graduates.
