The Indigenous Peoples Development Programme (IPDP): Caraga, Philippines

The ILO works with indigenous peoples through enabling policies that engage them in exercising a full range of rights, including those delineated in the Philippine Constitution, the Indigenous Peoples’ Rights Act (IPRA) and the nation’s medium-term development plans.

When: 15 June 2009 - 31 December 2013
Donor: Government of Spain

Caraga in Mindanao is one of the poorest regions in the Philippines. It is home to some 500,000 indigenous peoples (IPs) who face development challenges, including those due to conflict and degradation of their natural resource base.

The ILO is working with the indigenous peoples of Caraga and partners that include the National Commission on Indigenous Peoples (NCIP), a project funded through the Government of Spain to support community initiatives. How do we build institutions, promote human rights and gender equality, and reduce poverty? How can IPs be helped to preserve the environment?

The indigenous peoples in north-eastern Mindanao are keen to develop their ancestral domains in the context of implementation of the national Indigenous Peoples Rights Act (IPRA) and the Master Plan for the Development of IPs (MTPDP-IPs). Government and collaborating institutions are adopting approaches to respond to the aspirations of indigenous peoples.
