Emergency employment and livelihood recovery

Emergency Employment and Livelihood Recovery for Super Typhoon Haiyan: Samar

The International Labour Organization (ILO) through the support of the Government of Norway has worked in Samar, in response to typhoon Haiyan since December 2013.

A year after being affected by Super Typhoon Haiyan, the Province of Samar was again devastated by Typhoon Hagupit [local name Ruby] in late 2014, leaving behind 15 dead and 855 injured. Total damages to infrastructure amounted to US$17 million while agriculture sustained US$13 million in losses. The ILO, together with various implementing partners (including government, local and international non-government organizations and People’s Organizations), implemented a number of sub-projects in Northern, Eastern and Western Samar, benefiting approximately 3,200 individuals. The Emergency Employment and Local Resource-Based Projects were in response to damages to community forests, mangroves, irrigation systems, domestic water supply and schools.
