The main issues of the report is the need for research and surveys in order to ensure that the future design of programmes and projects are based on the real characteristics, needs and problems of micro and small enterprises.

The report provides guiding principles for the design and implementation of relevant, high impact, cost-effective and sustainable policies and programmes for micro and small enterprise development; and strategies and programmes for micro and small enterprise development taking into consideration the lessons learnt from the SEMED project.
