ILO supports DOLE's emergency employment programmes

The ILO is giving technical expertise and financial support to the Department of Labor and Employment's emergency employment programmes for Typhoon Yolanda (Haiyan) victims.

The International Labour Organization (ILO) is giving technical expertise and financial support to the Department of Labor and Employment's (DOLE) emergency employment programmes for Typhoon Yolanda (Haiyan) victims.

ILO teams are already on the ground and working with DOLE officials in Negros Occidental, Northern Cebu, Palawan and Tacloban. This work is supported by grants contributing to DOLE's emergency employment activities in a number of areas, including Palawan, Negros Occidental, Northern Cebu, Leyte and Samar (including Tacloban, Ormoc, and Guiuan).

An estimated 5.9 million workers have been affected by Typhoon Yolanda (Haiyan) according to ILO estimates, 2.6 million of these were already in vulnerable employment and living at or near the poverty line.

Emergency employment programmes offer workers whose livelihoods have been to Typhoon Yolanda a minimum of 15 days work that includes the minimum wage, correct personal protective equipment, three months Philhealth and social security coverage, and one year of accident insurance.

The work will begin with cleaning and basic repairs to schools and clinics, unclogging of canals, and clearing and sorting of debris to support construction and recycling.

In Leyte and Samar the DOLE emergency employment programmes which ILO is augmenting are already supporting around 17,000 workers.

"Our aim in implementing emergency employment and livelihood programmes is to enable disaster-stricken families to rebuild their lives, with better access to social protection and sustainable income sources," said Labor and Employment Secretary Rosalinda Baldoz.

Speaking in Coron, Corazon Soliman, the Secretary of the Department of Social Welfare and Development (DSWD) said; "Livelihoods is a critical immediate need. I have seen DOLE and the ILO here for the emergency employment and the cash for work programmes, so we should already plan and start these economic activities".

"The ILO is working closely with DOLE and DSWD to ensure that workers have social protection and that, by doing so, are given opportunities to transition from emergency sources of income to more sustainable livelihoods," said Lawrence Jeff Johnson, ILO Philippine Office Director.
