PARIS, FRANCE—Representatives from the International Labour Organization (ILO) conducted meetings at the Philippine Embassies in Paris and Rome this month to validate the results of the European Union (EU)-funded research that sought to improve service delivery for distressed Filipino and Thai migrant workers.

Entitled “Developing a System of Linkages, Cooperation and Coordination of Service Providers in Italy, France and the Philippines to Improve Delivery of Services to Distressed Filipino Migrants, in Particular Victims of Exploitation and Trafficking,” the study was presented by ILO consultant Elsa Ramos-Carbonne.

The meetings in Paris on 9 February and in Rome on 11 February were aimed to facilitate improved linkages among the institutions based in France and Italy, which provide support and/or assistance to distressed migrant workers, collectively known as "service providers".

These include the Embassies in France and Italy, the Filipino community groups and French non-government organizations (NGOs), and trade unions.

In her message, Philippine Ambassador to France Cristina G. Ortega highlighted the Philippine government's significant role in concerted efforts to ensure the welfare of Filipino migrant workers.

At the same time, she acknowledged that there is room for strengthened collaboration and coordination among the various service providers, underscoring the major benefit to migrant workers of these efforts.

As tangible outcomes of the meeting, the Filipino community groups and French NGOs and trade unions identified specific activities to build on the momentum established by the meeting.

An area that was to receive focused attention was improved information dissemination among the wider community of Filipino migrant workers in the EU and neighboring countries.
