Introduction:

Under the ILO Flagship Programme on OSH Global Action for Prevention, a U.S. Department of Labor (USDOL)-funded project, Building a Generation of Safe and Healthy Workers: Safe & Healthy Youth, is being launched. The Project’s Strategic Objective is to increase the capacity of countries to address occupational safety and health at work, with particular attention to the occupational safety and health of working youth and young adults. As one component of the global project, a pilot project on safe and healthy youth at work is being launched in the Philippines. This pilot project has as its primary objective the development of innovative means of addressing workplace safety and health systems, policies, and interventions. The pilot project will specifically address OSH challenges in hazardous sectors with special attention to working youth. The project will include efforts to build and strengthen national laws, policies, and regulations; the capacity of labour inspectorates; and partnerships among national and local stakeholders, to support the development of a culture of safety and health at work and enhanced capacity to develop and implement compliance strategies that include prevention, enforcement, and assistance to reduce work-related injuries and diseases with a focus on working youth for the Philippines.

As a pilot country, the Philippines will serve as a laboratory for the development of innovative interventions and as a potential model for replication in other countries and/or regions. In addition, the project will establish the foundation for and provide support to the ILO Flagship Programme on OSH Global Action for Prevention to improve safety and health at work globally.

The National Project Coordinator (NPC) will work under the direct supervision of the ILO Country Office Director, and will report to the Chief Technical Advisor of the USDOL-funded Project based in the ILO HQ in Geneva. S/he will also work in close collaboration with the Senior Specialist on OSH in the Decent Work Team based in Bangkok.

The NPC is responsible for project administration and implementation of all project activities. S/he will work closely with project partners to implement the project activities. S/he should be familiar with ILO standards, policies and programmes on labour administration, labour inspection and OSH in order to better understand the requirements of the project and direct in-country project activities.

 Main duties and responsibilities:
 
  1. Review and analyse country-specific development plans and priorities, socio-economic data, reports and other relevant information; identify potential technical cooperation project areas and provide written analysis on the findings to management.
  2. Monitor progress of project activities, by reviewing, verifying and analysing work-plans, progress reports, final reports and other data for clarity, consistency and completeness.
  3. Follow-up with relevant departments at headquarters and regional office, executing agencies, government offices, constituents and other organizations to expedite implementation and meet targets.
  4. Provide programming and administrative support to project activities. Identify and implement synergies and efficiencies with ongoing ILO and related in-country projects, to enhance project impact.
  5. Prepare briefs, periodic reports and statistical data on status of project activities, as scheduled and requested by project officials in Geneva and Bangkok.
  6. Assemble and edit basic data required for planning and negotiation of project activities, considering different approaches and alternative methods for project management, problem identification and problem resolution. Follow-up on delayed documents, clarify information, and answer questions about clearance and processing requirements.
  7. Assist in the programming and control of project funds; prepare budget estimates and expenditure forecasts, and make recommendations to management for remedial action.
  8. Assist in the development and maintenance of computerized information systems for use in monitoring and reporting on activities and performance.
  9. Participate in the organization of conferences, seminars, workshops, training sessions and meetings.
  10. Brief ILO specialists, project experts, associate experts and visiting officials and provide relevant information on project activities and related developments.
  11. Draft in, or translate into, local language(s) news releases, official correspondence, statements and speeches and other materials for official distribution or public dissemination.
  12. Undertake missions to project sites, briefing and accompanying other officials.
  13. Supervise the work of support staff.
Specific duties:

Oversee the monitoring, evaluation and reporting of project activities, and ensure effective co-ordination of different project elements and interventions in order to ensure the timely and effective implementation of the overall project.
Establish, develop and maintain a network of experts among government officials, employers’ and workers’ organizations, research and training institutions, universities, NGOs as well as international and regional organizations in the field of OSH, to provide advisory and technical support to project activities.
Closely monitor the development of national or sectoral strategic frameworks and plans concerning labour and social issues and explore and develop opportunities to integrate OSH issues into those activities.
Establish and develop information systems covering project activities; prepare periodic and ad hoc reports on the status of project implementation; and establish coordination with concerned ILO departments and programmes.
Organise fora and develop knowledge sharing tools designed to forge partnerships, share good practices and foster networks of government policymakers, workers’ organisations, employer’s organisations and civil society organisations to promote preventative safety and health culture and effective dissemination of OSH good practices.
Supervise in-country monitoring and evaluation activities, documenting experiences, lessons learned and emerging good practices.
Increase the project’ visibility and facilitate the scaling-up of the project's interventions. Ensure effective coordination with relevant national policies, projects, and implementation strategies.
Provide technical input into the development and implementation of project activities to local stakeholders and partners.

Qualifications requirements:

Education – First level university degree in economics, social sciences, or related field. Demonstrated expertise in areas relevant to this project, such as occupational safety and health or occupational hygiene would be a clear advantage.

Experience – Two to three years of experience in the implementation of project activities and contributing to project management and administration (including preparation and submission of required technical and financial reports). Previous working experience in the labor administration or OSH field would be an advantage.

Languages – Excellent command of spoken and written English and of national language is required.

  • Strong communication skills, both written and verbal, including the ability to write accurate reports;
  • Ability to work independently with a minimum of supervision;
  • Ability to work under time and political pressure and meet tight deadlines
Remuneration:

National Officer – Category B of the UN common remuneration system.
