Introduction:

On 9 September 2013, the conflict between the Philippine Government Troops both from the military and police and the Nur Misuari faction of the Moro National Liberation Front (MNLF) occurred as the latter group held civilians hostage and attempted to siege the City Hall of Zamboanga City. The conflict caused the displacement of thousands, destruction of properties and loss of lives of people.

Initially 118,819 individuals or 23,794 households in fourteen barangays in Zamboanga City were displaced. Reports from the Department of Social Welfare and Development (DSWD) indicated an estimated 101,018 individuals inside and 10,508 outside evacuation centers.

As of December 2014 there are around 8,500 people remaining in the Grandstand IDP complex, with many more having been move to transitional shelters. Many of these shelters lack needed social infrastructure such as WASH facilities and access roads. On top of this, many are far from the city, schools and lack readily available livelihood opportunities. It has also been inferred that the lack of decent livelihood opportunities has contributed to the malnutrition rate within the affected communities.

These communities still affected are for the most part among the poorest and most marginalised. It is essential that they find suitable livelihood activities in. A formal, practical, realistic operational and sustainable livelihood strategy is essential to address this situation.

The situation in Zamboanga fits within the larger context of insecurity in Mindanao. As such a joint UN project was successfully submitted to the Peace Building Fund (PBF) in support of the implementation of the Bangsamoro Peace Agreement. While not in the Bangsamoro region, due to the strategic nature of Zamboanga and the need to work with groups with traditional allegiances to the MNLF and in providing disenfranchised groups, such as youths and IDPs, new opportunities it was decided to include Zamboanga.

Outcome 2, which includes ILO’s component states that marginalised groups, including youth and IDPs, experience immediate dividends of the peace process. This component includes work by ILO, UNHCR, FAO and UNICEF. ILO’s activities will take place in Zamboanga as part of output 2, alongside that of FAO who will also concentrate their activities around Zamboanga. Output 2 focuses on the creation of sustainable livelihood opportunities for vulnerable groups, particularly young women and men, through skills and entrepreneurship training in identified market linkages.

ILO has US$600,000 and 18 months in which to implement its component. Alongside developing and managing the project, the selected official will have to ensure coordination of activities with other partners in the PBF, in particular FAO, and with other relevant local actors.

Main duties and responsibilities:

The Administrative Clerk, who will support the project on Increasing Public Confidence and Participation in Support of Implementation of the Bangsamoro Peace Agreement will be based in Zamboanga City and under the general supervision of the Project Officer.
  1. Carry out general administrative and financial tasks and provide logistic support for the smooth functioning of project administration. Maintain office administrative files and official records.
  2. Assist the Project Officer in the preparation of accounting records by recording receipts and disbursements and reconciling data for routine simple statements and recurring reports.
  3. Assist in the maintenance of project financial transactions and reporting system in accordance with the ILO rules and regulations.
  4. Handle disbursements from petty cash fund and maintain records of such disbursements.
  5. Maintain contact with project partners for verifying accounting information.
  6. Coordinate and work closely with relevant project staff based in different duty station.
  7. Compile related documentation for preparation of progress/ad hoc reports and evaluation reports;
  8. Draft and type correspondence, reports and documents and ensure accuracy in typing and grammar, and punctuality;
  9. Provide secretarial and/or administrative support for seminars, workshops or meetings;
  10. Regularly update lists of names, addresses and telephone numbers of contacts and partners relevant to the project; also maintain an inventory list of all project furniture, equipment and vehicle;
  11. Make travel arrangements and hotel reservations, and preparation of materials for missions;
  12. Maintain contacts with staff in the office and outside the duty station.
  13. Perform other duties as assigned by the supervisor.
Qualifications requirements:

Education – Completed secretarial college, supplemented by commercial training in bookkeeping, accounting, and business administration or equivalent experience;

Experience – Four years of general administrative/secretarial experience. Familiarity with United Nations’ administrative and financial procedures is an asset

Languages – Proficiency in English and knowledge of the local language.

  • Proven ability to use word processing software and e-mail or other software packages required by the work unit;
  • Knowledge of general accounting procedures and practices;
  • Ability to apply finance and accounting methods;

  • Ability to work in a team and to work under pressure;
  • Ability to obtain services from other work units inside or outside the office for completion of tasks;
Remuneration:

General Service – Level 4 of the UN common remuneration system.
