Employment Policy and Statistics Intern

Duration: Six months
Office: ILO Country Office for the Philippines

I. Introduction:  Background and Context

The International Labour Organization (ILO) advances opportunities for women and men to obtain decent and productive work in conditions of freedom, equity, security and human dignity. The ILO promotes rights at work, encourages decent employment opportunities, enhances social protection and strengthens dialogue in handling work-related issues. The ILO Country Office for the Philippines supports the country’s goal of achieving sustainable, inclusive and greener growth through decent and productive work.

To perform its role and enable better understanding of the world of work, the ILO requires timely and focused information on the labour market as well as on the economy in general. The appropriate use of available statistics for comprehensive analysis is essential to formulate effective labor and employment policies and programmes. This is particularly important in the Philippines, where President Aquino has emphasized his administration’s goal of fostering an environment that will create decent jobs for Filipinos. Moreover, the United Nations Country Team (UNCT) has initiated preparations and consultations towards the UN Development Assistance Framework (UNDAF) 2012-2018. Under the UNDAF, one of the four major outcome areas includes “Decent and productive employment for sustained, greener growth”. This is jointly chaired by ILO CO-Manila and the Department of Labor and Employment (DOLE) and is supported by both agencies through provision of technical inputs, including in preparation of work plans and progress reports.

The ILO Country Office for the Philippines invites applicants for a six month paid internship on a full-time basis to assist in these areas.

II. Working Relationship:

The intern will carry out tasks under the supervision and in close collaboration with the Senior Programme Officer, under the general guidance of the Director of the ILO Country Office for the Philippines.

III. Outputs:
  1. Meeting reports 
  2. Collect, tabulate and package into presentations relevant socio-economic data including data on the labour market
  3. Liaise with appropriate agencies to gather statistical information
  4. Perform statistical analysis using appropriate statistical packages, including STATA 
  5. Prepare draft discussion papers, incorporating relevant information obtained from statistical analyses 
  6. Assist in monitoring indicators related to disaster response and UNDAF
  7. Perform other related tasks, as may be requested 
  8. Submit final report of work accomplished during the internship
IV. Qualifications:

Candidates for internships must meet the following criteria:
  • be enrolled in the final year of a graduate degree programme, or in a higher degree programme of law, economics, management and social science in a recognized university, school or have completed such programme in the year preceding the application; 
  • have a working knowledge (both oral and written) of at least one of the ILO’s working languages: English, French and Spanish; and
  • be able to adapt to an international, multicultural, multilingual environment, have good communication skills and be able to work in a team.
  • good knowledge and experience in applied statistical/econometric techniques and other related analytical tools and statistical software such as STATA or SPSS.
