DOLE-LABOR SECTOR-AFP-PNP Summit on the Protection and Promotion of Workers' Right to Self-organization and Collective Bargaining: Expanded Tripartite Sittings of the Tripartite Executive Committee (TEC) of Tripartite Industrial Peace Council (TIPC) as Drafting Committee

With the commitment of the Philippine government to strengthen the operational capability of the law enforcement bodies to foster an enabling environment for the enjoyment of the constitutionally guaranteed civil liberties and trade union rights, the Department of Labor and Employment (DOLE), through the Bureau of Labor Relations, proposes to conduct expanded follow-through activities to the 21 July 2011 DOLE-Labor Sector-AFP Summit on the Protection and Promotion of Workers Rights with the theme “Karapatan ng Manggagawang Pilipino…Kapit-bisig Isulong Patungo sa Kaunlaran at Kapayapaan”.

The activity seeks to achieve the following: (a) raise awareness and promote the observance of International Labour Standards particularly on Freedom of Association and Collective Bargaining among labour groups and relevant government agencies, particularly DOLE, Department of Justice (DOJ), Philippine Economic Zone Authority (PEZA), Armed Forces of the Philippines (AFP), Philippine National Police (PNP), and Commission on Human Rights (CHR); (b) ensure better coordination between and among DOLE, DOJ, AFP, PNP, PEZA, CHR and other relevant government agencies in the application and implementation of International Labour Standards particularly Freedom of Association and Collective Bargaining observing a Guidelines on the Conduct of the AFP Relative to the Exercise of Workers' Rights to Freedom of Association, Collective Bargaining with an established mechanism for its joint implementation and monitoring; and (c) facilitate the relations between trade unions and the PNP and AFP to give rise to a proactive and constructive approach in addressing the concerns raised by the social partners within the framework of the ILO complaints mechanisms.
