The Department of Labor and Employment (DOLE) is the national government agency mandated to formulate and implement policies and programs, and serve as the policy advisory arm of the Executive branch in the field of labor and employment. The DOLE serves more that 38.51 million workers comprising the Philippine labor force, including the 3.62 million temporary migrants working in about 215 destinations worldwide.

Recognizing the importance of migration in the overall development of the province as well as the need to address attendant problems, the Provincial Government and other key stakeholders decided to formulate a strategic plan on migration and development, which will serve as the blueprint in mitigating the risk and adverse effects of migration, and in ensuring that migration redounds to the benefit of the province and its residents.

One of the many challenges in the discussions on return and reintegration is pre-return preparation and access to on-site services pending return. Many return migrants, however, never receive or access pre-return and post-return services. There are many reasons offered to explain why this happens. One of these, and perhaps the most crucial, is the lack of transnational coordination between service providers in destination and origin countries that will link pre-return interventions while at destination and follow-up services and reintegration options at home.

Rural Bankers Association of the Philippines (RBAP) research and training arm, the Rural Bankers Research and Development Foundation, Inc. (RBRDFI), will receive a US$ 100,000 grant from the International Labour Organization (ILO) under the Microinsurance Innovation Facility. This collaboration aims to support RBAP members in partnering with insurance companies to offer microinsurance.

In the Philippines, migrant workers are covered by insurance but coverage excludes their family members. Often savings are used up when family members suffer from illness or die. Pioneer Life created an Overseas Filipino Workers Savers and Wellness Club to provide access to microinsurance and savings products. The ILO’s Communication officer Minette Rimando reports.

The Philippines is the world largest supplier of seafarers, contributing approximately 20 per cent of the seafarers in the international maritime sector. According to the Philippine Overseas Employment Agency (POEA) 267,000 Filipino seafarers were deployed by international maritime industry in 2007. The number of HIV infected Filipino seafarers is increasing. They are a potential route of transmitting the epidemic to the general population in the Philippines. Therefore there is a need for concentrated prevention efforts in the maritime sector. Cost-benefit analyses of the current and potential HIV prevention interventions targeting the seafarers and their spouses were carried out in order to facilitate decision-making and program planning.

The report analyzes the current situation of unemployed workers in the Philippines and comes to the conclusion that there is a gap in social protection. The report concludes that unemployment insurance in the Philippines is feasible and that in combination with possible changes in the labor law could help to make the labor market more protected for workers at the same time as more able to cope with changes in production and productivity demands as well as with global competition.
