The Department of Labor and Employment (DOLE) is the national government agency mandated to formulate and implement policies and programs, and serve as the policy advisory arm of the Executive branch in the field of labor and employment. The DOLE serves more that 38.51 million workers comprising the Philippine labor force, including the 3.62 million temporary migrants working in about 215 destinations worldwide.

Recognizing the importance of migration in the overall development of the province as well as the need to address attendant problems, the Provincial Government and other key stakeholders decided to formulate a strategic plan on migration and development, which will serve as the blueprint in mitigating the risk and adverse effects of migration, and in ensuring that migration redounds to the benefit of the province and its residents.

One of the many challenges in the discussions on return and reintegration is pre-return preparation and access to on-site services pending return. Many return migrants, however, never receive or access pre-return and post-return services. There are many reasons offered to explain why this happens. One of these, and perhaps the most crucial, is the lack of transnational coordination between service providers in destination and origin countries that will link pre-return interventions while at destination and follow-up services and reintegration options at home.

HIV/AIDS is one of the most formidable challenges to development and social progress. The disease poses a great threat to the workplace. In the Philippines, reports indicate that cases have been significantly increasing since 2000. From a classification of “low and slow”, the situation has since been described by government as “hidden and growing”. That is why the ILO is committed to working closely with its constituents and partners to help avert the spread of HIV/AIDS especially in the workplace.

The development of effective policy and strategy for the extension of social security coverage to the informal economy must be based on better understanding of the target groups and assessment of their social security needs and existing services. There is however limited data available on the informal economy social protection benefits hence there is a need to gather primary data. This survey is intended to serve as a baseline study in the expansion of the social security programs to meet the needs of the informal economy workers.
