Request for Proposal: STED Study

Terms of Reference: A Study on Skills for Trade and Economic Diversification (STED) in the Non-Traditional Coconut Export Sectors in the Philippines (Deadline: 19 October 2018)

The ILO STRENGTHEN (Trade and Employment) Project Team in the ILO Country Office for the Philippines (ILO CO-Manila) is pleased to announce and launch a call for the Expression of Interest (EoI) for national or international consultants, companies, institutions, and/or organizations interested in conducting a study and report on improving skills development in the coconut export industry.

At present, the ILO STRENGTHEN Project is already implementing the TRAVERA enterprise survey of micro, small and medium enterprises (MSMEs) that are directly or indirectly engaged in activities related to the export production, processing and exporting of non-traditional Filipino coconut products, particularly, virgin coconut oil (VCO), coco sugar, coco coir, etc.

One of the expected outputs from the ILO’s enterprise survey is the drafting and writing of a Country Study and Report on Skills Development in the Philippine Coconut Industry, especially in the non-traditional coconut export sectors, such as VCO, coco sugar, coco coir, coco water, coco milk, among others.

The said Skills Country Report on the Philippine Coconut Industry will be largely based on the ILO’s Skills for Trade and Economic Diversification (STED) approach and programme, which aims to provide sectoral support and technical assistance to concerned actors, stakeholders and constituents in a particular export sector of focus in terms of identifying, developing and implementing skills development strategies that could help boost international trade competitiveness, support export growth, generate decent, quality, productive and gainful employment, and contribute to overall economic diversification.
