Terms of Reference: A Study on Mapping Trade Mechanisms (Deadline: 19 October 2018)

The ILO STRENGTHEN (Trade and Employment) Project Team in the ILO Country Office for the Philippines (ILO CO-Manila) is pleased to announce and launch a call for the Expression of Interest (EoI) for national or international consultants, companies, institutions, and/or organizations interested in conducting a study on mapping out institutional mechanisms in trade policy and decision-making processes, especially those related to international and regional trade agreements, arrangements and settings.

The proposed study aims to build on the discussions and recommendations made during the National Tripartite Conference on Trade and Labour Standards held last October 2017, one of which was to broaden stakeholders’ participation in trade-related meetings and consultations.
As such, this study aims to look at how labour and workers’ participation could be further broadened and expanded through the institutional role and involvement of the Department of Labor and Employment (DOLE) in trade-related meetings, discussions, consultations and negotiations. Eventually, the aim of the paper is to strengthen and enhance the capacity of DOLE to promote the links between labour standards, decent work and international trade.
