The
active partnership policy (APP) was adopted at the 80
th Session of
the International Labour Conference (June 1993). Its objective was to bring
ILO closer to its tripartite constituents in the Member States and to
strengthen the coherence and quality of the technical services the
Organization offered them within the framework of its mandate.
A key component of the policy was to strengthen ILO′s field structure. The
policy saw the formation of multidisciplinary teams and the gradual
strengthening of ILO regional offices. The Department of
Technical Cooperation tasked with promoting, facilitating and monitoring implementation of the APP.
