The International Labour Office (ILO) is looking for an external evaluator to conduct an independent midterm evaluation of the “Work in Freedom (ILO Partnership Programme of Fair Recruitment and Decent Work for Women Migrant Workers in South Asia and the Middle East)” (WiF programme). 

The overall objective of the WiF programme is to reduce vulnerability to forced labour and trafficking of women and girls within and from South Asia, into the Middle East.

The programme’s desired outcome is that “Women are empowered to make informed migration decisions and an enabling environment is created for their safe migration into decent work; and girls have viable educational opportunities in their home communities.”

The programme targets at least 56,000 women with an increased knowledge and/or skills to assess the benefits and risks of available migration options, strategies and practices; at least 100 recruitment agencies with business practices in line with fair recruitment standards; at least 8 worker collectives report increased voice and representation among women workers at destination; at least 10 new or revised legal or policy initiatives that protect the rights of women migrant workers; and at least 33% of policy makers, researchers and practitioners and donors surveyed report access to and/or use of expanded evidence-base on programming and policy targets to prevent human trafficking.

The assignment of the national consultant for this final evaluation is for approximately 10 days duration, spread over a period of late August to October 2016. The evaluation will include desk-based work as well as one week field mission in Nepal between mid-September to early October.

The national consultant should have a minimum of a Master’s degree from a reputable university, has relevant background in Nepal’s social and/or economic development, solid experience in the design, management and evaluation of development projects, in particular with policy level work, institutional building and local development projects. Relevant country experience, prior working experience in migration, gender and forced labour and experience conducting key informant interviews or focus group discussions are a must. Fluency in English (and other national relevant language) essential. Knowledge of local languages in the field visit areas an asset. Experience in the UN system or similar international development experience is desirable.
