The premature withdrawal of measures could potentially prolong the jobs crisis in several countries in Latin America, despite positive trends in employment growth towards the end of 2009. For the region as a whole, employment is not likely to rebound until near the end of 2010.

In the Caribbean, measures to retain persons in employment, to sustain enterprises and to accelerate employment creation and jobs recovery combined with social protection systems have been a constant preoccupation. The Kingston Action Plan issued in April 2009 outlines the main actions taken by the countries in the region to cushion the impact of the crisis and build the recovery.
