The ILO publishes a wide range of books, reports, working papers, training manuals, CD-ROMs, videos and flash movies, relevant to Indonesia and Timor-Leste. Some of these can be downloaded directly. Others can be requested or purchased in hard copy from the ILO Library in Jakarta.

  4. Local economic development in the form of tourism in Jayawijaya, Papua Highlands (booklet)

    In July 2010, the ILO through its Entrepreneurship Skills Development Project undertook an assessment of tourism development in Jayawijaya, the largest regency in the highlands of Papua before it was divided into five regencies in the year 2008, to explore potential capacity-building and enterprise development activities for Local Economic Development (LED) in the region. This was done through 1) conducting workshops that raised awareness of entrepreneurship potential and development skills, 2) holding bilateral meetings with local stakeholders in the tourism sector, and 3) consolidating LED in a corresponding forum.

    Under the poverty reduction component, the ILO specifically managed the ESD programme. The project was aimed at facilitating activities to develop entrepreneurship skills among communities in these regions, primarily among indigenous Papuan women, in three regencies of Jayawijaya, Lani Jaya and Yahukimo.

    This study was undertaken as part of an effort to draw out policy lessons learnt since the systemic shock triggered by the 1997/98 crisis, to provide a summary evaluation of the existing policy framework to lower informal workers’ vulnerability to economic insecurity, and to highlight the remaining and emerging challenges. The paper provides a useful guide to monitor the implementation process of the National Mid-Term Development Plan (RPJMN) 2010-2014 in relation to the informal economy.

    This study of statistical audit informal economy: an Indonesian case study was undertaken as part of an effort to clarify data- and statistics-related challenges faced in measuring and monitoring the size and trend of the informal economy in Indonesia. The paper provides a useful guide to monitor the implementation process of the National Mid-Term Development Plan (RPJMN) 2010-2014 in relation to the informal economy.

  18. Indonesia: Critical Development Constraints

    Indonesia, despite steady economic growth in recent years, faces formidable challenges going forward. Economic growth has not returned to the level that prevailed before the 1997 Asian financial crisis. Progress toward reducing poverty and inequalities too has been slow during the recent years. Moreover, economic growth in the last decade has not been accompanied by significant employment generation. This country diagnostic study presents a diagnosis of the critical development constraints the country faces. The report proposes policy options to help overcome constraints and to set the country on a path of high and sustained inclusive economic growth in the medium term.

    To learn from the experiences in Aceh and Nias, the ILO commissioned a study that was to give insight into the effectiveness and relevance of the Local Resource-Based approach. One of the most interesting innovations to be taken from this study is associated with the successful and effective integration of capacity building, reconstruction of infrastructure and the creation of jobs – all of which contribute to poverty reduction.

  20. Social security for informal economy workers in Indonesia: looking for flexible and highly targeted programmes

    In Indonesia about 17% of the employed population enjoys formal social security mainly employees of the formal sector. With respect to health the coverage has recently been substantially expanded through the Jamkesmas/Askeskin programme targeting poor households. However, social security for informal workers, about two-thirds of all workers, leaves still a great deal to be desired.
