ACTRAV/ACTEMP/Norway Project on Youth Employment and Social Dialogue

The project aims to contribute to employment creation through promotion of social dialogue and cooperation between employers’ organizations and trade unions to create an enabling environment for improving employability of young people while rights are protected.

Project Description

The Youth employment and Social Dialogue project is funded by the Government of the Norway and executed by ILO. It aims to improve the capacities of employers’ and workers’ organizations to advocate policies and legal frameworks conducive to employment creation through enhanced industrial relations and bipartite dialogue, and to contribute to the employability and productivity of young women and men into decent work where their rights are protected.

The project divided its activities for workers’ organizations and employers’ organization, while promoting bipartite exchanges and joint activities where feasible. The geographical coverage includes DKI Jakarta, West Java, East Java and Batam.

Project Strategy

The project focuses at enhancing the research and advocacy capacities of workers’ and employers’ organizations to influence the education and training system, making them more relevant to the current and future needs of the labour market, therefore increasing their contribution to the employability and productivity of young women and men.

The project covered a first phase of 12 months (2007) to pilot-test agreed approaches and focuses on: (i) developing Apindo’s and the major three confederations’ research and advocacy capacity to influence education and labour policy and institutions; and (ii) promoting tripartite and bipartite dialogue through consultative forums to present research findings and seek joint recommendations to maximize the impact of the advocacy.

The project was extended in 2008 to continue the piloted activities and ensure they can be part of the workers’ and employers’ organizations regular programmes, especially with respect to the initiative of bipartite dialogue and youth employment.

This project is part of a global programme of the ILO’s Bureaux for Workers and for Employers’ Activities. Similarly, this project is implemented as part of the ILO’s Decent Work Country Programme for Indonesia managed by ILO Jakarta.
