Mainstreaming Tripartism across the Netherlands/ILO Cooperation Programme (NICP) and Product Development for Employers’ and Workers’ Organizations

Project description

Social dialogue reflects the basic ILO constitutional principle of tripartism and is thus at the core of ILO action. Promoting a participatory process that gives a voice to those most directly involved in the world of work and bringing the voices and experiences of workers and employers to the global forefront is essential to the conceptual framework of decent work.

The ILO activities in support of social dialogue aim at strengthening the capacities of the social partners to contribute to the national development processes, this with a particular focus on key labour market issues such as decent job creation, skills development and fundamental principles and rights at work and the rights of institutions – beginning with the freedom of association and the right to collective bargaining.

The main direct and targeted recipients of the project are national workers’ and employers’ organizations and their members. Special attention and emphasis will be paid to the role of women and men from the perspective of gender mainstreaming.

Project strategy

The project has three major lines of interventions which define the strategy. The first line of intervention will be to work at country level, closely with workers’ and employers’ organisations, within the framework of Decent Work Country Programmes (DWCPs). In Indonesia, the project will be divided into activities for employers’ organizations (Apindo) and trade unions (three major confederations, KSPSI, KSPI and KSBSI). The project will support Apindo focus on bipartite dialogue at the enterprise level and the improvement of the training capacity of Apindo itself. The trade unions’ activities will focus on the freedom of association and collective bargaining, social security and occupational safety and health.

The second line of intervention will be to promote existing products and develop new tools and materials that will enhance and strengthen the implementation and quality of the technical activities in the thematic areas as mentioned above. This second line of intervention will complimentary the first line. The role of the project will be to support efforts in order to ensure effective tripartite participation in the NICP project and make sure that these efforts contribute in the medium to long term, to strengthening tripartism and social dialogue in the country level.

The final intervention is foreseen for the ILO International Training Centre Turin component, which, in a complementary manner, will develop training activities as well as products, tools and training materials, which can further reinforce the first and second lines of intervention. This project hence should be seen in conjunction with the NICP-funded project based in Turin. In order to create synergies among activities, better implementation and monitoring of the three different lines of interventions, coordination mechanisms will be established from both headquarters and the field.
