ILO - Ministry of Manpower Forum: Two-year Implementation of Social Security for Workers in the Digitalization Era

Social Protection is a priority area of ILO constituents in Indonesia as listed on the Decent Work Country Programme (DWCP). The importance of developing a national social security system that provides adequate protection for all was reaffirmed at the High Level Tripartite Dialogue on Employment, Industrial Relations and Social Security held in Jakarta in August 2016.

Background

Social Protection is a priority area of ILO constituents in Indonesia as listed on the Decent Work Country Programme (DWCP). The importance of developing a national social security system that provides adequate protection for all was reaffirmed at the High Level Tripartite Dialogue on Employment, Industrial Relations and Social Security held in Jakarta in August 2016, as well as on initial consultations with the ILO's tripartite constituents on the preparation of the subsequent DWCP Indonesia.

The Ministry of Manpower is currently evaluating the implementation of the Work Accident Benefit (JKK) and Death Benefit (JKM) Programs, in accordance with the provisions of Article 17 paragraph (1), Article 29 and Article 36 of Government Regulation 2015, No.44 on the Implementation of JKK Program and JKM, which states that it is necessary to evaluate the implementation of the JKK and JKM Program every two years, on workplace risk grouping, amount of contribution and benefit of JKK and JKM, respectively.

In accordance with the letter of the Director of Manpower at the Ministry of Manpower of the Republic of Indonesia Number B392 / PHIJSK-JAMSOS / VII / 2017, and letter of Director of ILO Jakarta Office No. SOCPRO / 0530, ILO Jakarta Office will collaborate with the Ministry of Manpower to conduct a workshop in order to support the evaluation efforts of the JKK and JKm programs. Based on the request by Director of Social Security, Ministry of Manpower, the discussion may also include the possibility to extend coverage of pension to MSME and informal workers as well as unemployment insurance.

Objective

The workshop has three main objectives:

  • To present the ILO’s Conventions on Social Security and Work Injury Benefits, and other countries’ experiences on work injury benefits, in particular successful experiences in extending coverage;
  • To get tripartite constituents’ perspectives and inputs for the implementation of social security schemes for the last two years;
  • To propose recommendations to improve social security schemes in the digitalization era.
