HIV Assessment in Papua and West Papua

ILO is working in partnership with DFAT to develop and demonstrate a low cost model to deliver effective HIV prevention, counselling and testing and treatment support services through the private sector in Papua and West Papua.

Background

ILO is working in partnership with DFAT to develop and demonstrate a low cost model to deliver effective HIV prevention, counselling and testing and treatment support services through the private sector in Papua and West Papua.

The project will mobilize the private sector and other core labour partners in high prevalence areas to facilitate HIV/STI prevention and HCT in the workplace, and increase access and adherence to HIV treatment and care services for those in need. The programme will target 30,000 workers with prevention and 10,000 with HIV testing and counselling by the end of 2015. This private sector engagement will link directly to existing HIV services including HCPI behaviour change interventions and REACH clinical services as well as other provincial health programme.

To support this work, ILO and partners will carry out an assessment to guide Project implementation. The assessment will provide guidance in four areas that are critical for achieving project results. These include 1) geographic focus areas 2) private sector partners, including sectoral focus 3) key service delivery networks within DFAT and other provincial programs. In addition, during the assessment, the team will meet with all key provincial stakeholders from labour and health sectors (DOMT and MOH, KPAD and others) to obtain feedback on priorities for the project and other input. The assessment will also obtain necessary data at the provincial level broken down by districts covering HIV/STI data (new infections, prevalence etc.) and industrial investments by industry.

Geographic focus

The rapid assessment will support identification of locations for program focus. Criteria for selection will be based on epidemiological data including HIV/STI data for general population and key populations, presence of large scale work environment employing mobile male workers including a large number of indigenous Papuans, presence of HCPI and REACH support partners and other key service providers and linkages to priority locations with the provincial AIDS plan. Based on these criteria. districts will be selected through consultation with DFAT partners and provincial AIDS program officials.

Private sector partners

It is already known that Pertamina will be a key partner in the project and other private sector partners with linkages to oil and gas companies in target areas such as Petro China. The assessment, therefore, will include Pertamina participation to help determine how its network of operations and health facilities can best be utilized to reach populations most in need of services. The company’s primary business is oil and gas production, processing and distribution in the Papuan provinces. In addition, the company controls the network of fuel stations across the Papuan provinces. Most likely, a list of 10 to 20 companies will be selected as targets, but the list will be refined after target geographic locations are determined.

Identification of service delivery networks

During the process of selecting geographic focus areas and potential privates sector partners, service delivery networks for delivery of health services including HCT, STI treatment, and HIV care, support and treatment will be identified. These will included both existing services as well as potential new services to be delivered to private sector partner health facilities. In addition to health service partners, the assessment will also identify local NGOs to assist in building company capacity to run their own comprehensive HIV and AIDS programs.

Best practice review

The assessment will also provide an opportunity to examine current private sector good practices now being carried out in Papua. The team will have an opportunity to visit Freeport.

Data collection

Prior to the assessment trip the ILO will collect relevant data to guide the project from key national level stakeholders covering HIV/STI related data and investment and industrial data on Papua. HIV/STI data will be collected from MOH and KPA, Reach and HCPI programs and industrial data from ILO labour partners, MOMT, APINDO and trade union confederations.
