Meeting of Indonesia Multi Donor Fund Facility for Disaster Recovery (IMDFF-DR) Secretariat

IMDFF-DR is a facility built by the Indonesia government with the development partners in order to support the disaster management according to the Law Number 24 Year 2007. The facility is geared to prepare the necessary steps for IMDFF-DR to function as gap filler, catalytic support and complement government program in disaster management.

Introduction

IMDFF-DR is a facility built by the Indonesia government with the development partners in order to support the disaster management according to the Law Number 24 Year 2007. The facility established, based on the Memorandum of Understanding (MoU) agreement between the Indonesian government and the World Bank and United Nations (UN) on The Indonesia Multi Donor Fund for Disaster Recovery, dated December 30, 2009. The facility is geared to prepare the necessary steps for IMDFF-DR to function as gap filler, catalytic support and complement government program in disaster management. Hopefully, through this facility, the Government could acquired a strategic step in a systematic and comprehensive approach that can assist Indonesia in the face of potential disasters in the future as well as lessons learn for other countries in the face of disaster. Since its activation, IMDFF-DR has support rehabilitation and reconstruction programs in Mentawai and Merapi through UN and World Bank window.

In the coordination of its planning and implementation, IMDFF-DR consists of Steering Committee and Technical Committee, established by the Decree of the Minister of National Development Planning/ Head of Bappenas No. Kep. 08/M.PPN/HK/01/2010 about Establishment of Steering Committee and Technical Committee, who have duty and authority to carry out priorities, policy making, and strategic direction for the implementation of IMDFF-DR. The governance of IMDFF-DR also have to carry out coordination in the preparation of scheme funding support from donor countries/agencies through a mechanism that quickly mobilized, flexible, transparent and accountable. In order to support the tasks and functions of the Steering Committee and Technical Committee of IMDFF-DR, then formed Secretariat established by decree of the Steering Committee.

The duties and authorities of the Secretariat is to carry out the facility’s day-to-day activities; assist in the process of proposal, implementation, monitoring and evaluation of the IMDFF-DR supported activities; develop work plan and guidance of the IMDFF-DR; and perform other activities requested by the Steering Committee and Technical Committee. According to the directions of the Steering Committee meeting, conducted in December 2013, strategy and result framework of IMDFF-DR is required to better position this facility in strengthening disaster management system. Moreover, the strategy will beneficial as input for resource mobilization strategy, which also requested by the Steering Committee. Both requests of the Steering Committee has been incorporated in the work plan 2014 of the Secretariat, along with other agendas that is no less important.

As the response of the Steering Committee request and the work plan, IMDFF-DR Secretariat with the support from relevant parties will convene meeting in Bandung on 26-27 June 2014.

Objective

The objective of convening the Secretariat meeting is to follow up direction from the Steering Committee by preparing the IMDFF-DR strategy and to discuss no-cost extension from existing projects and new project documents.
Scope of Activity

The specific activities to be carried out in this meeting will include:

  • To discuss new Pro Doc and Project Paper for IMDFF-DR/IDF support for Kelud, Manado and Sinabung Recovery.
  • To discuss and develop no-cost extension program document for Mentawai and Merapi Recovery.
  • To discuss process for assets transfer of the programme to GOI.
