Youth Rights at Work Training

To support recovery on the Mentawai Islands, the United Nations Food and Agriculture Organization, the United Nations Development Programme and the International Labor Organization (ILO) have formulated a joint livelihoods recovery programme under the guidance of the Indonesia Office of the Resident Coordinator.

Background


On Monday, October 25, 2012, the Mentawai Islands experienced an earthquake and tsunami, which caused loss and damages to the amount of 348,92 billion IDR, with the major impact on the productive economy. Post disaster assessment calculates loss and damages impacting the productive economy reached 117,82 billion IDR, approximately 33,9 per cent of overall damage, in which 80 per cent involves the agriculture and fishery sector.

To support reconstruction efforts, the New Zealand Aid Programme has contributed to the Indonesia Multi Donor Fund Facility for Disaster Recovery (IMDFF-DR), which is an established mechanism to address gaps in funding needs and support the implementation of the Government of Indonesia’s Rehabilitation and Reconstruction Action Plan (RENAKSI) that are formulated following disasters.

The Mentawai Islands Livelihoods Recovery Programme aims at supporting the recovery of the productive economy in among households of Pagai Utara (North Pagai) and Pagai Selatan (South Pagai) affected by the 2010 earthquake and tsunami through supporting recovery of the agriculture and fisheries sectors, facilitating entrepreneurship and small scale home businesses, and strengthening the local government’s efforts in strategic planning and monitoring of the overall recovery efforts including basic service provision and access to clean water.

The programme has been implemented for a total of 18 months with total contribution received US$1,000,000 (one million US dollars). The initial duration was approved for 12 months with start date from February 2012 and expected end date February 2013. However, a no-cost programme extension of an additional 10 months was granted, bringing current end of programme to December 31st 2013.

Results have been achieved as indicated through beneficiaries’ improved knowledge (measured through pre-test and post-test), the adoption of better farming practices, and several business start-ups that have penetrated Padang market. However, continued support to ensure optimal and sustained livelihoods recovery of the impacted communities as well as support to local government agencies in implementing their RENAKSI efforts are still required. The programme will be started a phase 2 cost extemsion for the total period of 6 (six) months, to carry the programme into its second phase from January to June 2014.

In order to achieve the outcome, the ILO will conduct a Youth Rights at Work (YR@W) to ILO’s beneficiaries so that they have knowledge and understand their rights and responsibilities at work. The training will also involve the representative from related stakeholder in district and provincial level.

Objectives

  • To enhance the knowledge, understanding and ability of young workers to defend their rights at their workplace.


Expected Outputs

  • All participants understand the worker rights according to the law and the employment agreement.
  • All participants understand the rights and apply principles of Occupational Safety and Health at their workplace.
  • All participants understand on how to defend rights and manage conflicts in the workplace.
