Presenting Timor-Leste’s Market-orientated Vocational Training System: a partnership between Government, Employers, Workers and Training Providers

The Presentation to government, private industry and other stakeholders, will demonstrate the progress in regulating and strengthening the vocational training system in Timor-Leste.

1. Introduction

This major Presentation of the vocational training system is hosted by SEFOPE and INDMO. The Prime Minister has delegated HE Jose Luis Guterres, Vice Prime Minister to represent him. The Presentation to government, private industry and other stakeholders, will demonstrate the progress in regulating and strengthening the vocational training system in Timor-Leste. The Presentations will be given by the Secretary of State for Vocational Training and Employment and the Minister of Education.

2. Key milestones

Key milestones in building and regulating the vocational training system include:

  • INDMO established by Decree Law 8/2008 on 5 March 2008
  • The INDMO Executive Commission appointed by the Secretary of State on 26 November 2008
  • Vocational Training Policy approved by the Council of Ministers on 29 July 2009
  • SEFOPE professional development program for vocational trainers 2008 and 2009
  • The Tourism and Hospitality Sub-Commission appointed on 14 September 2009
  • The Administration and Finance; Construction; and Education, Training and Assessment Sub-Commissions appointed on 11 December 2009
  • Cooperation between the Ministry of Education, SEFOPE and INDMO to develop a Provisional Timor-Leste National Qualifications Framework
  • Cooperation between the Ministry of Education and SEFOPE on enterprise training, career guidance and vocational training curriculum development
  • Standards for registration and accreditation of vocational training providers approved
