Trade unions play an active role in improving SMEs’ productivity and competitiveness

Under the SCORE programme in Indonesia, trade unions have been involved in promoting and improving the Indonesian small and medium-sized enterprises (SMEs). They have been involved in SCORE’s capacity building activities since the beginning of the programme.

The Sustaining Competitive and Responsible Enterprises (SCORE) programme in Indonesia has closely collaborated with the national trade union confederations to improve the productivity and competitiveness of the Indonesian small and medium-sized enterprises (SMEs). The involvement of trade unions in the programme is part of the commitment of SCORE programme to the capacity building and development of the Indonesian trade unions as one of its main constituents.

“It is expected that the trade unions continue to play a more active role in promoting and improving productivity and competitiveness of SMEs,” stated Januar Rustandie, the ILO’s SCORE Programme Manager. Launched in 2010, SCORE programme is designed to enhance productivity and competitiveness of SMEs as one of the economic drivers of the country.

In the first quarter of 2019, the SCORE programme had conducted two training activities that had involved the trade unions. The first training activity was held in January in which four SCORE trainers from the four national confederations—Confederation of All Indonesian Trade Union Reconciliation (KSPSI Rekonsiliasi), Confederation of All Indonesian Trade Jakarta Congress (KSPSI Kongres Jakarta), Confederation of Indonesia Prosperity Trade Union (KSBSI) and Indonesian Trade Union Confederation (KSPI)— held a SCORELIKE Training for SMEs in Bogor, West Java.

Attended by around 98 micro entrepreneurs, the training introduced and socialized the importance of workplace cooperation and social dialogue. The four trainers emphasized the step-by-step implementation of workplace cooperation as means to develop better communications and gain a mutual trust between workers and employers. They also guided the participating entrepreneurs on how to improve working conditions with the 5S initiatives and the establishment of enterprises improvement team.

One of the trainers, Helmi Halim from KSPI Reconciliation, said that as a trainer he could contribute to the improvement of SMEs. “Through this activity, I could also show to the SMEs that trade unions can contribute to the improvement of SMEs through workplace cooperation and social dialogue and, at the same time, change the misperception that the trade unions can only do rally,” Helmi said.

Listiorini, an owner of a small enterprise on hydroponic farming from Purwakarta, said that she had learned on how better manage her company. “I learnt the importance of workplace cooperation. It is important to have two-way communications flows between workers and the management. I am going to start changing the way I run my company,” she said.

She added that she also learned about better financial management for small and medium enterprises like her business. “I also learnt about financial services that could help small companies like mine to expand their business.”

Meanwhile the second training was conducted in February titled “SCORE Refresher Training” held in collaboration with the University of Parahyangan Bandung, West Java. The SCORE refresher training was targeted to all certified SCORE Indonesia trainers, including the four trainers from the four union confederations. The training was aimed to update all the trainers regarding progresses of SCORE at the national and global levels.

In the training, SCORE Indonesia officially launched the SCORE service and hospitality training. A new SCORE training programme focusing on service sector such as hotel, restaurant, catering, bank, health clinic, educational institution and so forth.

“Through this refresher training, all SCORE Indonesia trainers are being updated about the expansion of SCORE training programme from manufacturing sector to service and hospitality sector as well as to upgrade the skills of the trainers in conducting and promoting the SCORE programme in the service and hospitality sector,” explained Januar.

The SCORE Indonesia programme has actively involved trade unions in its training programme and activities since the beginning of the programme in 2011. The following was the training activities conducted by SCORE Indonesia with trade unions.
