The employers' organization to eliminate stigma and discrimination against workers with HIV through HIV prevention programmes

The Indonesian Employers’ Organization (Apindo) signed a commitment urging its member companies to implement HIV prevention programme in their companies to eliminate stigma and discrimination against workers with HIV.

In conjunction with the commemoration of the 2018 World AIDS Day, the National Board of the Indonesian Employers’ Association (Apindo), with support from the International Labour Organization (ILO), signed a commitment titled “Member Companies of Apindo Care about HIV and AIDS” in Jakarta on 30 November. The joint commitment was signed by Executive Director of Apindo, Danang Girindrawardana, and Committee of Occupational Safety and Health (OSH) of Apindo, Dr. Susana.

“Through this joint commitment, Apindo and its more than 12,000 member companies are committed to implement HIV and AIDS prevention and support programme at the workplace. We have to eliminate stigma and discrimination against workers with HIV as they have the equal right to employment, just like any other workers,” said Executive Director Danang.

Appraising the initiative taken by the Apindo, Kazutoshi Chatani, the ILO’s Employment Specialist on behalf of Michiko Miyamoto, Country Director of the ILO in Indonesia, congratulated the commitment shown by Apindo to support and implement non-discriminative policies at workplace, particularly at its member companies.

“When we talk about HIV, we talk about saving people and about people’s dignity. Thus, I am pleased to see many management representatives being committed to the HIV prevention and support programmes. We hope through the leadership of Apindo, many companies will adopt the same commitment and workplace policies,” said Kazutoshi.

The commitment highlighted the commitment of Apindo to implement HIV prevention programme through its member companies. The programme implementation was in line with the ILO’s Recommendation No. 200 and the Manpower Ministerial Decree No. 68/2004 on HIV and AIDS to eliminate stigma and discrimination against HIV and to maintain the confidentiality of a person’s status.

The commitment also underlined the efforts taken by Apindo to create safe and healthy working environments by providing an integrated educational programme at the company level.

The signing was witnessed by around 30 companies’ representatives. The signing also concluded with the commitment from five participating companies to participate at the Training of Trainers (ToT) on the Development of Non-Discriminatory Workplace Policy and HIV and AIDS Educational Programme at the Workplace.


“As a follow-up to the commitment signing, the ILO will continue to support Apindo through the organization of training of trainers targeted to the member companies of Apindo. It is hoped that the ToT will help companies developing their non-discriminatory policy and implementing HIV and AIDS prevention programme as an effort to eliminate stigma and discrimination against workers with HIV,” said Early Dewi Nuriana, the ILO’s programme officer for HIV and AIDS.

The ToT will be conducted in February 2019. This is also in line with the commemoration of the ILO Centenary. Established in 1919, the ILO will be celebrating its 100th anniversary throughout 2019.
