ILO-Ministry of Manpower of Indonesia team up to improve quality of labour inspection

The Indonesian Ministry of Manpower and the International Labour Organization (ILO) signed a joint Protocol for Handling of Non-Tolerable Cases (Zero Tolerance Protocol/ZTP) at the Ministry of Manpower office in Jakarta on 5 March 2018.

The Indonesian Ministry of Manpower and the International Labour Organization (ILO) signed a joint Protocol for Handling of Non-Tolerable Cases (Zero Tolerance Protocol/ZTP) at the Ministry of Manpower office in Jakarta on 5 March 2018. The ZTP Protocol was signed by the Director General of Labour Inspection and Occupational Safety and Health (OSH), Sugeng Priyanto and ILO Country Director for Indonesia, Michiko Miyamoto.

Director General Sugeng said that the main goal of this joint collaboration was to improve and strengthen the quality of inspection conducted at the workplaces. Effective and strong labour inspections would be able to minimize and provide with more effective handlings of violations at the workplaces.

Appraising the initiative taken by the Ministry of Manpower, Michiko Miyamoto, Country Director of the ILO in Indonesia congratulated the Ministry of Manpower for its strong commitment to continue improving its labour inspections on core labour standards and OSH. “This initiative is not only good for Indonesia, but it can also inspire other countries. Indonesia can show its role of leadership to the world,” said Michiko.

The ZTP Protocol emphasized five non-tolerable violations of workers’ rights cases: Child labour, forced labour, discrimination at work, OSH and freedom of association. These five cases are the reflection of the ILO core Conventions which all had been ratified by Indonesia.

The ZTP Protocol also stipulated key procedures and coordination mechanisms that should be taken by both Ministry of Manpower and the ILO through its Better Work Indonesia (BWI) programme in handling reported non-tolerable violations at BWI’s participating export-oriented garment factories.

“Through this collaboration, both parties—labour inspectors under the Ministry of Manpower and enterprise advisers of ILO-BWI programme—has equal responsibilities in handling the cases. It is good to know that BWI is not only being responsible for labour compliance assessments but has a mandate to do necessary follow-ups,” added Michiko.

BWI programme is a unique partnership between the ILO and the International Finance Cooperation (IFC). It was launched in August 2006 in order to improve labour standards and competitiveness in global supply chain.
