Indonesia Employment Forum 2013: Key actors of job creation and ILO to address employment issues for future inclusive growth

To promote integrated policies and programs to create inclusive growth and quality jobs is a concern for all in Indonesia. The International Labour Organization (ILO) is engaging in a series of employment related discussion and dialogue at the two-day Indonesia Employment Forum 2013.

SURABAYA (ILO News): To promote integrated policies and programs to create inclusive growth and quality jobs is a concern for all in Indonesia. The International Labour Organization (ILO) is engaging in a series of employment related discussion and dialogue at the two-day Indonesia Employment Forum 2013. The Forum aims to facilitate the exchange and cooperation among the Indonesian stakeholders (the government, businesses, trade unions, academics, civil society organizations and development partners) as well as to formulate a strategy for achieving inclusive and employment-rich growth in Indonesia.

The Forum is jointly conducted by the Coordinating Ministry for Economic Affairs, the Ministry of Manpower and Transmigration, the Indonesian Economy Council, the National Development Planning Agency (Bappenas), the Indonesian Employers’ Association and the ILO with participation of trade union representatives as panellists.

The forum opens on Wednesday, 13 November 2013, in University of Airlangga, Surabaya, East Java.

The Roles of Primary Education (9 Years) in the Elimination of Underage Workers and Quality Jobs Creation
Wednesday, 13 November, 11.00 – 12.30, Parallel Room B, Airlangga University, Surabaya

The session discusses the need for the mapping of job opportunity for basic educational level, primary educational curriculum that includes life skills, and the upgrading of skills that can be used as the asset of working in the future. The session features experts and practitioners, including the ILO’s Chief Technical Adviser on Child Labour Programme, Arum Ratnawati, exchanging ideas and sharing recommendations on the importance role of primary education in tackling child labour in Indonesia.

The Role of Secondary Education to Create Qualified Workers in Facing Globalization
Wednesday, 13 November, 13.30 – 15.00, Parallel Room A, Airlangga University, Surabaya

The ILO’s Youth Employment Specialist, Matthieu Cognac, together with other educational experts, talk about the importance of mapping job opportunity for young workers and the general secondary education curriculum that suits the need for young workers and can upgrade their working skills. The session also explores improvement that should be made for achieving quality of young workers through formal education.

The Importance of Trading and Industrial Regulation to Quality Jobs Creation
Wednesday, 13 November, 15.00 – 16.30, Parallel Room B, Airlangga University, Surabaya

The session reviews the need of laws and regulatory harmonization due to the developed global regulation in trade and industrial sector. The ILO’s Technical Officer, Emma Allen, together with other experts from the Ministry of Trade, the Ministry of Manpower, the Asia Development Bank (ADB) and the World Trade Organization (WTO), discuss the need of laws and regulations mapping in central and local governments as an effort to support economic security.

The Opportunities of Manufacture, Trade and Tourism Industry Sector to Face Globalization and Quality Jobs Creation
Wednesday, 13 November, 15.00 – 16.30, Parallel Room D, Airlangga University, Surabaya

The manufacture, trade and tourism sectors are the destinations of the transferring workers from other sectors; thus, high productivity and effective institutions in those areas are needed. The session features experts and practitioners, including the ILO’s National Programme Manager of SCORE Indonesia, Januar Rustandie, sharing recommendations on human resources and infrastructure investments as part of the effort to enhance productivity.

The Importance of Social Security System Development and Implementation to Create Qualified and More Productive Employment Condition
Thursday, 14 November, 09.00 – 10.30, Garuda Room, Airlangga University, Surabaya

The ILO’s Social Security Specialist, Valerie Schmitt, together with other panels, review the important role of the coordination between sectors in ensuring effective implementation of the social security system as well as the social transformation process that follows to support the development of quality jobs. Other panels include experts and practitioners from the Indonesian Employers’ Association (Apindo), World Bank, University of Indonesia and National Confederations.

The Opportunities of Transportation Sector in Facing Globalization and Quality Jobs Creation
Thursday, 14 November, 13.00 – 14.30, Parallel Room B, Airlangga University, Surabaya

The session highlights the need of high productivity and effective institutions in related sectors to increase national logistic system. The ILO’s Technical Officer, Emma Allen, together with other experts and practitioners, discusses the urgent need for the mapping of manpower in the national logistic system.

The Importance of the Coordination between Central and Local Governments in Facing Globalization and Quality Jobs Creation
Thursday, 14 November, 13.00 – 14.30, Parallel Room D, Airlangga University, Surabaya

The ILO’s Consultant who is also the Lecturer at the University of Western Sydney, Dr. Zulfan Tadjoeddin, reviews the importance of synergy of central and local policies in ensuring quality job creation. Other panels include experts from the Ministry of Administrative and Bureaucratic Reforms, the Ministry of Home Affairs, University of Gajah Mada and Regional Secretary of Surabaya.

The Opportunities of Government Sector in Facing Globalization and to Create Quality Job
Thursday, 14 November, 16.00 – 17.30, Parallel Room A, Airlangga University, Surabaya

Mr. Tadjoeddin, together with relevant experts, also talks in this session, exchanging ideas and experiences in mapping the role of public and private sector.
