Background

The primary objective of the project is to develop a low cost model to deliver effective HIV prevention, counselling and testing and treatment support services through the private sector. Focus will be on workers in ports, transport and natural resource sectors in Papua and West Papua, and the project will partner with 3 to 5 large scale employers, including state owned oil company Pertamina. Activities to deliver prevention and HIV Counselling and Testing (HCT) services to workers in the informal sector will also be carried out in two selected port areas and in Pertamina owned fuel stations working with trade union and industry associations. The programme will deliver HIV prevention to a targeted 30,000 workers and HIV counselling and testing to 10,000 workers as well as treatment care and support to workers in need.

Particular emphasis will be placed on mobile male workers who live and work apart from their regular partners. Emphasis will also be placed on indigenous Papuan workers who show significantly higher HIV and syphilis prevalence rates compared to non-Papuans. A rapid assessment will be carried out at the beginning of the project to identify specific geographic locations and identify required linkages between ILO labour and enterprise partners and existing NGOs and public health service providers. The private sector engagement proposed here will be directly linked to existing HIV services including HIV Cooperation Program Indonesia (HCPI) behaviour change interventions and REACH clinical services as well as other provincial health programmes.

Key activities to be carried out include:

Needs assessment- will be conducted to identify priority districts, sub populations, and service delivery patterns. It is assumed at this stage that the focus will be on major port areas, mining, oil, and gas industries in locations with higher HIV prevalence.

Workplace Programmes in large scale enterprises- programmes will focus on prevention and the delivery of HCT services in collaboration with NGO and health service partners.

Informal sector programmes in ports and transport industries - the programme will partner industry associations and trade unions to facilitate worker uptake of available public and NGO services for HCT and HIV treatment and support. The project will also work with Pertamina to deliver HIV prevention information, condoms and mobile HCT through it networks of gasoline stations in the province.

Operational research- will be carried out focusing on at least one private sector partnership to measure the costs and benefits of such an effort as well as to inform future programmes on ways to work effectively with the private sector on HIV/STI issues.

Report on effective approaches for the private sector-based on the lesson learnt of the project and the results of the operational research, the ILO will prepare a report on effective approaches for working with the private sector in concentrated and low level generalized epidemics to inform future

DFAT strategic planning.

Reporting lines

The Local Project Coordinator will report to Director ILO Jakarta through Programme Officer on HIV and AIDS in the ILO Jakarta office who will provide general supervision.

Main duties and responsibilities:

1. Provide input and backstopping to the implementation of the activities of the project with a view to ensuring high quality and timely outputs;

2. Lead project advocacy to all project partners, including private sector enterprises, tripartite constituents and non government organizations;

3. Coordinate workplace HIV program and community outreach programs with private sector partners and others;

4. Coordinate technical assistance for private sector and other partners including training seminars, workshops, meetings and capacity building activities;

5. Coordinate inter-project collaboration between this initiative and other DFAT HIV programs in the province to ensure collaboration delivering services for HIV prevention, testing, care and treatment.

6. Manage relations with key stakeholders in the Papua provinces including provincial and district AIDS commissions and health departments, tripartite constituents, NGOs, and other DFAT programs.

7. Undertake technical missions independently or in collaboration with other ILO staff;

8. Disseminate information on programmes through publications and press releases, including through engagement with local media to raise awareness and support understanding of social protection issues among local media;

9. Assist the project in preparing budgets, technical briefs and reports on project status, including achievements, persistent challenges and contributions;

10. Monitoring the implementation of project outputs and activities by collecting relevant base line data, indicators of progress and reviewing, verifying and analysing work plans, progress reports, final reports and other data for reporting purposes;

11. Draft and translate into Bahasa Indonesia, various project documents, statements or other public information;

12. Contribute to knowledge sharing for all project activities within the ILO Jakarta Office and relevant ILO units and departments; and

13. Perform other duties as may be assigned by the ILO Country Director for Indonesia and Timor Leste.

Qualifications requirements:

Education – University degree in international development, gender studies, law, social sciences, employment, economics or related field.

Experience – At least 2-3 years of professional experience in a relevant field.

Languages – Native speaker of Bahasa Indonesia and excellent command of spoken and written English.

Competencies:

Knowledge of project management and implementation, programming, budgeting and evaluation;

Demonstrated experience working with local government and a variety of stakeholders;

Demonstrated knowledge and understanding labour issue related to decent work promotions;

Demonstrated ability to interpret information, and to identify and analyse problems identified during project implementation;

Good drafting skills;

Ability to communicate effectively both orally and in writing in English and Bahasa Indonesia;

Good computer skills;

Organizational skills;

Ability to work on own initiative as well as a member of a team;

Ability to deal with people with tact and diplomacy.

Knowledge on HIV and AIDS would be advantage point

Shares knowledge – Shares important or relevant knowledge and information formally (e.g. workshops, seminars) or informally (e.g. conversations with colleagues); promotes knowledge transfer.
