  2. Launch of the Roads for Development (R4D) Phase 2 and Inauguration of R4D Road in Same of Timor-Leste

    The Ministry of Public Works, Transport and Communications (MPWTC) launched Phase II of the Government of Timor-Leste’s key programme in the rural roads sector – the Roads for Development Programme (R4D) – in Same, Manufahi. As part of the launch, one of R4D’s rehabilitated core rural roads, the Same-Daisua-Grotu road (length 11.2 km), was inaugurated.

  1. Structural transformation and jobs in Timor-Leste

    Structural transformation is described as the reallocation of economic activity across broad economic sectors such as agriculture, industry and services. A key feature of structural transformation is an increase in the share of employment in industry and services with concurrent reduction of workers in the agriculture sector. Typically, a large segment of the labour force in low-income countries is engaged in subsistence agriculture.

  2. Timor-Leste labour force surveys 2010 and 2013: main trends based on harmonized data

    Since the country became independent, Timor-Leste has carried out two national labour force surveys (LFS) in 2010 and 2013 for measuring employment, unemployment and related labour market characteristics. Although the questionnaires of the two surveys were essentially identical, the data were processed differently.

  1. Timor-Leste to develop its National Social Protection Strategy

    The Government of Timor-Leste, with support from the ILO, conducted a two day Seminar for the Development of the National Social Protection Strategy in Timor-Leste in October. The Seminar was conducted in the same week as the National Parliament of Timor-Leste passed the law for the creation of the country’s first contributory social security schemes.

  1. Strengthening national leadership through the Embedded Approach in Timor-Leste

    This paper provides an overview of selected lessons learned from the ILO’s involvement in fragile Timor-Leste. In particular it focuses on the embedded approach and its significance for the sustained engagement of the ILO in Timor-Leste.

  2. Established, DWCP Steering Committee of Timor-Leste

    The Decent Work Country Programme (DWCP) Steering Committee of Timor-Leste was established, consisting of key tripartite representatives. The Steering Committee has developed an implementation plan to realize decent work for all people of Timor-Leste.

  1. Universal old-age and disability pensions: Timor-Leste

    Despite being one of the youngest and poorest countries of the region, Timor-Leste has offered a universal social pension to its senior citizens and persons with disabilities since 2008. Almost all persons above 60 years and about one in five persons with disabilities participate in the scheme. The pensions support the well-being of beneficiaries and contribute to reducing overall poverty.

    A couple of years ago Juanico Soares saw an opportunity to improve his and his family’s lives by partnering with Josephina Farm, a Timorese owned enterprise that provides agriculture support and buys vegetables from farmers for on-sale to Dili supermarkets and restaurants.
